Item 4DCITY OF SOUTH LAKE MEMORANDUM (Date) To: Shana Yelverton, City Manager From: Alison Ortowski, Assistant to the City Manager Subject: Item 4D: Consider approval of proposed Southlake Program for the Involvement of Neighborhoods (SPIN) Mission Statement Action Requested: Item 4D: City Council consideration and adoption of proposed SPIN Mission Statement Background Information: Following several discussions about the efficacy and future of SPIN, at the August 14, 2012 Joint City Council and SPIN Standing Committee meeting, the City Council directed the SPIN Standing Committee to review aspects of SPIN and make recommendations on improvements to the program. The SPIN Standing Committee met on September 11, 2012 considered the process for discussing and making those recommendations. At that meeting, the group agreed to follow the plan and timeline shown in Attachment A. Attachment A shows that the first step in the process is a discussion and recommendation on a new SPIN mission statement that will be followed by items to consider revised goals and objectives, structure improvements, concluding with consideration of a new enabling ordinance. The timeline also includes several touch points with City Council along the way. At their October 17, 2012 meeting, the SPIN Standing Committee began that process with a discussion of SPIN's mission statement. Prior to the meeting they participated in an online survey that asked members to provide their thoughts on identifying SPIN's customer base, what services SPIN should provide and how to deliver those services. Staff then used the feedback from this survey to formulate three options for a new mission statement. At the October 17 meeting, after agreeing that the current mission statement would no longer work, the Standing Committee participated in an exercise to both revise and narrow the options presented. At the end of the exercise, the Committee unanimously agreed to recommend the following new mission statement to Council: Item 4D: Consider approval of proposed SPIN Mission Statement Page 2 of 2 Southlake Program for the Involvement of Neighborhoods engages Southlake residential and business neighbors with local government by providing a conduit for information exchange.
