PUBLIC HEARING
Richard Schell, Planner II presented this item.
Derek Citty with CISD located at 3051 Dove Rd. in Grapevine came forward. Dr. Citty
stated that the canopies are to protect the students from the elements during after
school pick up. The material and product being used is Avadek.
Chairman Hudson asked if all the schools will eventually have this.
Dr. Citty stated all schools up to the High Schools.
Commissioner Fairchild asked about the color of the canopies.
Dr. Citty stated that he did not have an answer for that but assumed it would be a
combination of green, white and black.
Commissioner Williamson asked how the canopy works with the trees.
Dr. Citty stated that the trees will be trimmed to fit the canopy. Trees will not be
removed.

Agenda Item No. 14 - ZAl2 -093, Zoning Change and Site Plan for the Rucker
Medical Office Center on property described as a portion of Tract 3A, Obediah W.
Knight, Survey, Abstract No. 899, City of Southlake, Tarrant County, Texas and being
located at 803 E. Southlake Blvd. The current zoning is "AG" Agricultural District. The
proposed zoning is "0-1" Office District. SPIN Neighborhood # 9.
PUBLIC HEARING
Matt Jones, Planner I presented this item.
Tom Matthews with Four Peaks Development located at 2600 E Southlake Blvd. in
Southlake came forward. Mr. Matthews explained that he was here to represent Zena
Rucker and Skip Blake.
Commissioner Fairchild stated that the application and plans are incomplete.
Commissioner Smith added that the Commission has received opposition responses. In
order to address those issues and fully consider this item, the Commission would need
a full site plan.
Commissioner Fairchild continued to stated that the Commission would need
landscaping, color elevations that are marked correctly, and just a more complete
submittal. Commissioner Fairchild recommended that Mr. Matthews move this item to
the January meeting in order to bring back a more complete application.
Commissioner Smith stated the one of the responses talked about sound and light
pollution measures. With a landscape plan it may minimize those concerns.
Chairman Hudson asked about the buffer yard. The plan shows a driveway running
south all the way to Zena Rucker Rd. but the driveway stub out appears to be in the
middle of the lot.
Mr. Matthews stated that there plans to another building in the middle and a third
building that would front Zena Rucker Rd. Along the way is a creek and this road will
continue south and as the other two buildings get developed this road will continue and
then it will have to pitch up to the east to get out of the creek area.
Chairman Hudson stated that the other item that Chairman Hudson would like to see
another tower feature on the north side of 1709 on the corner.

came forward. Mr. Dollak gave a separate presentation with a detailed plan of the
neighborhood. This plan is based on research of the area along with comments made at
the SPIN Neighborhood meeting that was conducted. Also, G & A contacted the school
in regards to capacity and child enrollment. The existing enrollment is 597 and the
maximum enrollment is 694.
Chairman Hudson asked how many kids you are estimating for this neighborhood that
will impact the school enrollment.
Commissioner Williamson commented that you can generally base it on 3 kids per
household.
Chairman Hudson read aloud the comment cards. Philip and Anne Wise at 982 W Dove
Rd. are in opposition but do not wish to speak.

Commissioner Forman asked what the minimum square footage would be on the
homes proposed.
Mr. Dollak stated that the lots would be deed restricted to 3,000 square feet.
Commissioner Springer asked about the noise level along SH 114.
Mr. Dollak stated that the person who buys these houses will be those who want quick
access to SH 114 with the knowledge of the possible noise and a retaining wall be
erected to help buffer the noise along with the positioning of homes.
Chairman Hudson asked about the trail the will run along the south side.
Mr. Dollak stated that the trails run through the middle of the subdivision and along
Kirkwood with a bike land and internal sidewalks.

Alex Ayala, City Engineer presented the Traffic Impact Analysis for this item.
Commissioner Fairchild asked if you want to go north on Carroll Ave, can you exit on
the south side on Zena Rucker Rd.
Alex Ayala stated that yes, Zena Rucker Rd. will be open to traffic not just deliveries.
Commissioner Springer verified with Ms. Ayala that the sewer on Carroll Ave. is an
existing sewer.

Commissioner Williamson asked staff about the parking space requirements and if the
development meets or exceeds those regulations.
Mr. Schell answered that the regulation states 1 parking space per 200 square feet
which the provided parking does meet that regulation.
Commissioner Williamson asked about the percentage is in the parking garage.
Commissioner Fairchild read aloud the number of spaces and Commissioner
Williamson concluded that the percentage was 68% parking was in the garage.
Commissioner Williamson wanted to compare those percentages to Town Square, but
those numbers were not available.
Commissioner Fairchild asked about islands and tree spacing with the parking.
Commissioner Fairchild would like to see more of a break in the long rows of parking.
Rick Machak with Woodmont Company located at 2100 W 7th St. in Fort Worth came
forward. Mr. Machak explained that different colleagues would be coming forward to
explain the development.
Michael Lents with the Architecture Group at 5155 Peachtree Parkway in Norcross, GA
came forward. Mr. Lents explained in detail the architecture features with a layout of
each building and their features. This includes the materials and elevations with color
schemes. All materials meet and exceed the masonry requirements.
Brian Adams with SMR Landscape Architects located at 1708 N Griffin St. in Dallas
came forward. Mr. Adams gave a detail presentation regarding the landscaping. This
included location and species throughout the development. Mr. Adams is asking for a
5% reduction in some of the landscape area for water conservation credit.
Commissioner Smith asked about the living wall.
Mr. Lents came forward and explained that the species has not been chosen just yet.
However, a trellis with vines has been discussed along with evergreens.
Commissioner Smith asked about the success with those features. Commissioner Smith
expressed her concern for our typical weather conditions being hot and dry.
Mr. Adams stated that whatever gets chosen will be maintained on a regular basis and it
comes down to the proper plant selection.
Commissioner Williamson verified that the water features are not on city water.
Mr. Lents agreed that it would come from a well.
Commissioner Fairchild asked if an anchor tenant has already been signed.

Mr. Machak stated that they currently do not have an anchor tenant. This is more of a
life style with smaller tenants. We are currently working with several leases at this time.
Commissioner Fairchild expressed his concern for the delivery aspect of the goods.
Mr. Machak stated that deliveries as well as trash pickup will be done early in the
morning around 7 am. Also, we are looking to have the trash enclosures located in the
first floor of the parking garages.
Commissioner Williamson expressed his concern for the location of the dumpsters and
the fact that employees of restaurants will have to wheel thrash across a parking lot that
is full of patrons.
Mr. Machak stated that the locations are still a concept only for the zoning change and
concept plan. As tenants sign leases and we have more of an understanding of the
need, then we can come before you for approval of those placements.
Commissioner Fairchild stated that he would like to see an island with landscape
feature about every 12 spaces to break it up. Also, Commissioner asked about security
features and the applicants thought or ideas on it.
Mr. Machak stated that there will be on sight security people monitoring the area.
Commissioner Fairchild also asked about the parking garage and whether or not the top
level will be visible from the perimeter of the property.
Mr. Machak stated that there will be a screening wall all the way around.
Commissioner Fairchild stated that the plans show that the buildings are 2 -story in
height but there is not mention or detail showing a second level for office, retail or
restaurants.
Mr. Machak stated that there will not be a second level with any of the retail.
Chairman Hudson asked what the time line was.
Mr. Machak stated that the development will be built out all at once.
Chairman Hudson asked about the design features for the water features.
Mr. Machak stated that the exact feature is still a concept.
Commissioner Williamson asked what the square footage was for building 600 and 700.
Mr. Lents stated that building 600 is 35,000 square feet and building 700 is 33,000
square feet.

Commissioner Williamson stated that most box stores that come in are generally
175,000 square feet.
Chairman Hudson asked about the water feature located at 1709 and Carroll Ave. and
the step down.
Mr. Lents stated that the plan is to grade it down to street level.
Commissioner Forman asked about building 600 and the label for grocery.
Mr. Machak stated it was at one time going to be a grocery, but not anymore.
Chairman Hudson opened the public hearing.
Thomas Drake, 1212 Westmont Dr. Southlake came forward. Mr. Drake has a few
comments; 1) likes the look of the parking garage, 2) want to know if the detention pond
is going to be screened, 3) assumes the storm drain will dump into the existing lake in
Winding Creek, 4) would like the garbage pick up to not be in the southeast corner due
to noise, 5) cross vines due well with the proper amount of water and correct soil, and 6)
doesn't believe a stop light at Carroll Ave. and Zena Rucker Rd. is not necessary.
Joel Wood, 803 Gateshead Ct. Southlake came forward. Mr. Wood expressed his
concern about the traffic on Southlake Blvd. is already heavy and this will add even
more. The other concern is the noise pollution. Is there any kind of landscape or buffer
yards that can be placed to minimize the noise?
Barbara Thompson, 1214 Westmont Dr. Southlake came forward. Ms. Thompson
believes a street light is needed at the proposed intersection. Also, Ms. Thompson
disagrees with Commissioner Fairchild regarding the landscape islands between
parking spaces.
Commissioner Smith stated that this Commission can only recommend the
development which has nothing to do with the street light.
Ms. Thompson just wanted the Commission to be aware of the issue.
Commissioner Parrish stated that he along with other Commissioners sit on the Mobility
Plan Board and this light is something that was brought up.
Chairman Hudson added that the Ms. Thompson should attend some of those meetings
and that her input would be valuable.
Chairman Hudson closed the public hearing and asked the applicant to come forward
and address any issues that were mentioned.
Mr. Machak stated that the parking garage will look like all the other buildings so that it
will fit in and not look like a separate element. Regarding the detention pond will actually
be a retention pond. We plan to have water in the pond along with aeration equipment

to aerate the water. There will be sidewalks and walking trails around the pond. If at a
later date that it is determined that a railing is necessary along the walkway, one will be
erected as wrought iron.
Commissioner Williamson clarified that the recommendation tonight is for the concept
plan. At a later date when the actual site plans come forward, the Commission will be
more apt to be specific in dumpster location, truck times and delivery locations, noise
control, buffer yards and etc.
Commissioner Fairchild added that at a later date would like to see a pathway coming
from Winding Creek and be integrated into the retention pond allowing

Tony DiLeonardo with Wick Fisher White located at 111 S Independence Mall East in
Philadelphia, PA came forward. Mr. DiLeonardo commented that based on the SPIN
meeting there are some items that we will address. A fence will be erected around the
chiller, a sound study will be conducted and shrubs will be replanted where there is
dead landscaping.

Gabriel Miller, President of the HOA for Kirkwood Hollow at 405 Orchard Hill Dr. in
Southlake. Ms. Miller is happy that Mr. DiLeonardo will be addressing all issues that
were mentioned at SPIN. Also, Ms. Miller continued to request additional landscaping
along Kirkwood Blvd.
Chairman Hudson read aloud the comment card. Dona Robinson at 454 Marshall Rd. is
in opposition and does not wish to speak.
Chairman Hudson closed the public hearing.
Commissioner Fairchild asked Dennis Killough what the final design will be for Kirkwood
Blvd.
Dennis Killough stated that Kirkwood Blvd. would be 4 lanes in both directions with the
median divided section. With this particular project Verizon is required to build up to
their driveway. However, an agreement is in the works with Maguire Properties to
complete that section.
Commissioner Fairchild asked if it was possible that impact fees would be applied
towards that.
Dennis Killough continued to state that yes it would for any residential projects that
come forward and part of the agreement that is currently being constructed, is a
possible reimbursement for the road.
Commissioner Smith asked about the median landscaping in the middle.
Dennis Killough stated that there is a conceptual planting plan that Staff has put
together. It would be complete before installation and would depend upon funding.
Commissioner Williamson verified that Kirkwood Blvd. will be landscaped in the future.

Paul Spain of Terra Land Management at 2200 Estes Park Dr. in Southlake and Curtis
Young of Sage Group, Inc. at 1130 N Carroll Ave. in Southlake came forward and
presented a separate presentation that showed the neighborhood and open space with
more detail along with architectural details and guidelines for the houses proposed.
Commissioner Springer asked if the water is draining to the back, how the water is
getting to the pond located in the front.
Mr. Spain explained that there are four pipes that come under Highland from the south.
One is from the west ditch in the front. One is from the east ditch. One is from each of
the ponds located in the street of Autumn Glenn. They will go into the pond and then will
be detained in that pond. That pond will control how they go out in a box culvert that
goes to the north.
Commissioner Smith asked about the stubbed out road. One of the responses is from
Zena Rucker. She has made the suggestion that the road should go all the way through.
Mr. Spain explained that Ms. Rucker owns the property on the north side of the stubbed
out road. Mr. Spain continued that we wanted to make sure that however they planned
the property with consent of the city it could be developed with our plan. That is why the
road is stubbed out. If the city says it will be residential, it can be residential. The owner

to the south can put two Tots on his. If they decide commercial and the city agrees the
road will remain stubbed out.
Commissioner Smith asked if there is any inclination if these properties intend to be
commercial.
Mr. Spain stated that the gentleman to the south has no plans for his property at this
time. Ms. Rucker has a rent house on the other property.
Commission Fairchild asked if the Fire Marshall was okay with number of houses in the
subdivision with only on means of egress.
Dennis Killough stated the number of houses were under the regulated amount.
Commissioner Parrish asked if the design guidelines were going with the application to
Council.
Mr. Spain answered yes.
Commissioner Williamson asked if the front pond will be strictly driven by retention or
will there be a well.
Mr. Spain stated that there will be a well.
Commissioner Smith asked if the City has any plans for that open land.
Mr. Spain explained that it goes well with their planned opened space.
Commissioner Fairchild asked if the houses could be limited to 4,000 square feet.
Dennis Killough stated that regulations for this zoning have the minimum at 3,500
square feet.
Commissioner Williamson asked about where the price range would start.
Mr. Spain explained $750,000.

Petronella Fleps of 601 W Highland St. came forward. Ms. Fleps is in opposition. She is
happy with the country feel of the area which is why she purchased her property.
