Agenda Item No. 1. Call to Order
JUC chair John Terrell called the meeting to order at 6:52 p.m.
A quorum of voting members was present.
Agenda Item No. 2. Administrative Comments: Executed copies of the "Interlocal Agreement
for Park, Playground and Other Recreation Facilities" were distributed.
Agenda Item No. 3. Consider: Approval of the Minutes from the December 9, 2004 meetings.
A motion was made to accept the meeting minutes of December 9, 2004 as presented.

Nays: None
Abstention: Feuchter (not present at December 9 meeting)

Agenda Item No. 4. Discussion: Sister City Delegation Visits
Two adults and six high school students from Tome -City (formerly Toyoma), Japan will visit
Southlake March 25 — 29. The delegates will tour the CISD schools as well as visit other local
tourist destinations and attractions. A farewell dinner is set for Monday, March 28 in Town Hall,
which will be an excellent opportunity for the city council, CISD board of trustees and CISD
administration to meet the delegates. Invitations will be mailed next week. CISD representatives
offered to provide some Carroll Dragon paraphernalia for the delegates.

A delegation of Southlake youth will visit Tome -City, Japan July 19 -26. Applications will be
accepted until April 1 at the City's Community Services Department.
Agenda Item No. 5. Discussion: CISD Participation with Southlake Sister City El Fuerte,
Mexico
El Fuerte, Mexico has been a Southlake Sister City for the past decade although the relationship
has not been as active as the one Southlake has with Tome -City, Japan. To aid in advancing this
relationship, Southlake Sister Cities proposed approaching CISD to gauge their interest in having
a Spanish class assist in opening the channels of communication with El Fuerte. CISD
representatives were favorable to the proposal.
JUC considered agenda item 7 at this time.
Agenda Item No. 7. Discussion: Joint Opportunity for Ball Field Development and Other
Improvements
The Southlake Baseball Association (SBA) expressed an interest in working with the City, the
CISD and other organizations to develop a plan for improvements within the existing developed
park areas and the recently purchased undeveloped property (formerly Evans property) in
Bicentennial Park.
SBA vice president, Stu Kiefer, presented the association's interest in putting their financial
support behind the expansion of Bicentennial Park, with the addition of ballfields and the
improvements to existing ballfields. $25,000 has already been earmarked by the Association for
the expansion as well as plans for fundraising activities.
CISD representatives said the potential for District involvement in this type of opportunity at
Bicentennial Park currently exists, except that there is a lack of available funding in the CISD for
improvements not tied to a particular campus. Any funding by the CISD would have to be
supported by the I and S side, which is constrained by pending legislation. The District can not
purchase land with I and S funds for non - educational purposes.
Cara White, Southlake resident, and a member of the Parks and Recreation Board, related that
there may be other uses planned for Bicentennial Park other than just baseball fields.
SBA may bring their proposal back at a future JUC meeting.
Agenda Item No. 6. Discussion: Draft CIS Analysis - One -year versus Three -Year Expanded
Programming
At the December 9, 2004 Joint Utilization Committee meeting, staff was asked to review and
provide information related to expanded joint use opportunities at Carroll Intermediate School
for a period of one -year and three - years.
That draft Analysis report was presented by staff and a copy will be attached to the approved
minutes maintained in the Office of the City Secretary. The Analysis provides background
information, proposed uses, and advantages and disadvantages of each scenario.

The District asked if the City would be interested in considering the possibility of entering into
an agreement that would allow the District to handle renovations to their percentage of the
facility and the City handle renovations to their portion of the facility. The proposal would hinge
of course on what the District's decisions are regarding the facility at their upcoming workshop.
The District has been discussing the long -term plan for the Carroll Intermediate School and will
hold a workshop on March 16, 3:00 pm at Johnson Elementary School for further discussions.
Further discussions of expanded programming at the CIS facility will be held pending CISD's
property disposition decisions.
Agenda Item No. 8. Discussion: Presentation of Park Master Plans Updates
The City is currently updating the 2001 parks and trails master plans and has conduced eleven
public meetings concerning the plans to date. The 2001 plan and its elements were presented to
JUC for input on existing and proposed joint use facilities.
It was suggested that the main trail at Bob Jones Park that links the pond to the south parking lot
be a hard surface trail.
Senior Park Planner Chris Carpenter will provide JUC members copies of the PowerPoint
presentation for the CISD board of trustees to review and to provide their input.
Agenda Item No. 9. Discussion: CISD Project Update
CISD has tabled the day care facility at CIS for a year.
Agenda Item No. 10. Discussion: City Project Update
A copy of the City Project Update was included in the JUC packets. The report contained status
information about various City road construction projects. Contact Deputy Director of Public
Works Charlie Thomas (817.481.2175) regarding projects or construction status.
Agenda Item No. 11. Discussion: Future Joint Use Facilities, Projects and Goals — No separate
discussion for this item.
