2005-06-23 ** * Official Minutes * ** Approved by Joint Utilization Committee 8/11/05 JOINT UTILIZATION COMMITTEE Minutes June 23, 2005 Joint Utilization Committee Members Present: John Terrell, City Council Representative JUC Chair; Virginia Muzyka, City Council Representative; Erin Shoupp, CISD Board of Trustees Representative and JUC Vice - Chair, and Donna Feuchter, CISD Board of Trustees Citizen, and John Nussrallah, CISD Board of Trustees Representative Committee Members Absent: Emily Galpin, Parks and Recreation Board Representative; Craig Rothmeier, City Council Citizen Appointee Staff Members Present: Steve Polasek, Deputy Director of Community Services and Dr. Derek Citty, CISD Chief Personnel Officer. Guest(s) Present: Harry Ingalls, CISD Assistant Superintendent; and Chris and Maureen Cramer, Durham Elementary PTO representatives Agenda Item No. 1. Call to Order JUC chair John Terrell called the meeting to order at 6:00 p.m. A quorum of voting members was present. Agenda Item No. 2. Administrative Comments: Joint Use Committee members were invited to attend the annual Southlake Stars & Stripes event at Town Square on July 3. Item No. 6 was considered next during the meeting. Agenda Item No. 6. Discussion: Playground at Durham Elementary School Chris and Maureen Cramer, 1505 New Castle, representatives of the Durham Elementary School PTO, presented information about the Durham Elementary School playground and requested an investigation into possible joint use funding options to make repairs and upgrading to the 10 -year old playground. The playground is heavily used with approximately 1,100 students using the facility year -round as a direct result of the joint use programs conducted at Durham Elementary. Some of the upgrading would include ADA compliance modifications to playground equipment, drainage improvements, replace or repair playground mulch, installation of shade structures, ADA benches and tables, and more aggressive maintenance care of the facility. These issues were presented to the CISD board of trustees in March when the PTO made a similar appeal to the Board to bring the playground up to parity with other school playgrounds. Preliminary design estimates received from the architecture exceeded the PTO's fiscal expectations. The PTO committee is looking at utilizing future bond issues for the drainage improvements. They have also instituted a "brick sales" campaign to raise money for repairs. June 23, 2005 JUC Meeting Minutes Page 1 of 3 The District will be conducting an assessment of all the District playgrounds and will develop a set of standards to address the issue of parity. The District would like to see the following improvements made at the Durham Elementary School: 1. Solid surface with a picnic table and shade structure ($3,500 for shade structure; $2,200 for concrete pad, and $300 each for individual benches) 2. Replacement of swing apparatus for handicap - accessible youth Under the existing Joint Use Agreement, the City is committed to participate in major or minor repairs under $5,000 for joint use facilities; however, Durham Elementary School playground is not listed as a joint -use facility. JUC recommended including the playground on the joint -use facilities list. The Committee would also like to know what the percentage of impact is by the additional joint - use programs that are being conducted at Durham Elementary School and which items are really impacted by the additional use. Agenda Item No. 3. Consider: Approval of the Minutes from the March 10, 2005 meetings. A decision was made to TABLE consideration of the minutes until the next regularly scheduled JUC meeting. A formal vote was not taken. Agenda Item No. 4. Discussion: Carroll Intermediate School and CISD Bond Program Update Previously, staff presented a draft analysis of expanded joint use opportunities at Carroll bltermediate School (CIS) for periods of one -year and three years. Since then, the CISD Board of Trustees has been reviewing the future disposition of a number of District properties including CIS. Additionally, CISD has commenced bond planning for proposed facility improvements. CISD Assistant Superintendent Harry Ingalls provided the Committee with an update on possible bond proposals and the status of CIS. The "Renovations" section of Bond Committee's proposal addresses future uses of the Carroll Intermediate School. The CISD Bond Committee's current proposal for CIS is to: 1) renovate 11 classrooms in the main section of CIS to accommodate all pre- school classes at one location; and 2) modify the back wing (along Highland Drive), which is about 9 classrooms, to accommodate a proposed day care center for employees. The District is still investigating the feasibility and costs involved in making modifications to the CIS versus the cost of constructing a new building for the two programs and the disposition of four existing properties. The District expects to determine the highest and best use of the CIS building during the next 18 -36 months. During that time, if the CIS is retained and repairs are made to the building to "keep it dry," the District may seek some participation by the City at a level where the City could take over some of the expense of the upkeep and the expense to operate the facility. 3 -2 Agenda Item No. 5. Consider: Appointment of a Joint Utilization Committee representative to the 50 Anniversary Planning Committee A suggestion was made to include a member from the CISD board of trustees on the 50 Anniversary Planning Committee as well as a representative from the JUC. Erin Shoupp volunteered to serve on the 50 Anniversary Planning Committee. Agenda Item No. 7. Discussion: CISD Projects Update There were no projects for discussion at this meeting other than a comment that ordinarily the CISD would announce to JUC to not expect the regular level of ground maintenance during the course of the school year, however, the maintenance crews have been working very hard and are managing to keep up so there may not be any noticeable changes in the facilities during the summer. Agenda Item No. 8. Discussion: City Project Update A copy of the City Project Update was included in the JUC packets. The report contained status information about various City road construction projects. Contact Deputy Director of Public Works Charlie Thomas (817.481.2175) regarding projects or construction status. The Fort Worth Water Department has reported a large main water break today. Agenda Item No. 9. Discussion: Future Joint Use Facilities, Projects and Goals Options for tennis programs in the CISD will be presented to the CISD Board of Trustees at their next meeting. Agenda Item No. 12.
