Agenda Item No. 1. Call to Order
JUC chair John Terrell called the meeting to order at 6:06 p.m.
A quorum of voting members was present.
Agenda Item No. 2. Administrative Comments: There were no administrative comments.
Agenda Item No. 3. Consider: Approval of the minutes from the March 10, 2005 and June 23,
2005 meetings.
A motion was made to accept the March 10, 2005 Joint Utilization minutes as corrected.

Agenda Item No. 4. Consider: Appointment of a JUC representative to the 50` Anniversary
Planning Committee
Erin Shoupp had previously volunteered to serve on the 50` Anniversary Planning Committee as
the CISD representative.
A motion was made to appoint Craig Rothmeier as the JUC representative to the 50
Anniversary Planning Committee.

The next meeting of the 50` Anniversary Planning Committee is August 18, 2005, 7:00 p.m., in
Town Hall 3d.
Agenda Item No. 5. Discussion: School Resource Officer Program Direction and Funding
Former Chief of Police Marlin Price presented the development and funding history of the
School Resource Officer (SRO) Program in Southlake and presented the proposed contract for
future funding of the SRO program to be shared by the City's general fund and the CISD. JUC
was asked to provide direction to City and CISD staff on how to proceed with funding of the
SRO program.
At the inception of the program in 1989, the City paid 25% of the officer's salary and benefits
and the District paid 75 %. In 2001, the City agreed to a 60/40% City- District split. In 2002, the
Crime Control and Prevention District picked up full funding for the four SRO officers in the
program temporarily in order to assist the District with their funding difficulties and in support of
their belief in the value of the program. The Crime Control and Prevention District priorities
require an exit strategy to be developed to remove funding of the SRO program from out of the
Crime Control budget and back to a shared funding program.
The proposed contract provides that the Crime Control District will continue to fund the total
program during the 05 -06 school year. Beginning in 06 -07, the District would pay 75% and the
City would pay 25% of one officer' s salary and benefits, adding one officer each year for a total
of three officers. The proposed contract has been reviewed and approved by both the City
attorney and CISD attorney.
JUC members expressed support for the SRO program and related the positive feedback from
many parents and youth in support of the program as well.
JUC District representatives expressed an interest in having an overview of the SRO program
presented at the September 12 CISD Board of Trustees meeting and will contact Chief of Police
Wade Goolsby to arrange for the presentation.

Joint Utilization Committee members, CISD Board of Trustees and City Council will be invited
to attend the Drug & Alcohol Awareness Committee Fall Forum meeting on October 12 at 7:00
p.m. in Town Hall.
This item will continue as a discussion topic on future JUC meeting agendas until funding is
resolved.
The next JUC meeting will be held September 15 to follow the SRO program presentation at the
CISD Board of Trustees meeting on September 12.
Derek Citty requested a copy of the SRO agenda item presentation.
Agenda Item No. 6. Discussion: Playground at Durham Elementary School
At the June 23, 2005 JUC meeting, parent representatives of Durham Elementary provided a
presentation regarding proposed improvements to the playground area at the school. They also
requested assistance through joint use for implementing such proposed improvements.
Staff was asked to provide the following information regarding current joint use of the
playground both as part of existing programs and through ancillary use resulting from other
programming scheduled at the school facility to assist JUC in deciding whether to recommend
adding the Durham playground to the list of current joint -use facilities.
Scheduled Use:
Summer Camp Mania
30 minutes per day @ 3 days per week = 90 minutes per week
90 minutes per week X 8 weeks = 12 hours during summer months
85 participants @ 12 hours per summer
Camp Summer Oaks
20 minutes per day @ 3 days per week = 60 minutes per week
60 minutes per week X 8 weeks = 8 hours during summer months
50 participants @ 8 hours per summer
Ancillary Use:
Youth BasketballNolleyball - Summer 480 hours

50 practices per week (10 weeks)
12 games per week (l0weeks)

Under the existing Joint Use Agreement, the City is committed to participate in major or minor
repairs under $5,000 for joint use facilities; however, Durham Elementary School playground is
not listed as a joint -use facility.
After discussing the usage in the above report, members agreed the hours were minimal and did
not warrant adding the playground as a joint -use facility to the Joint Use Agreement. If use of the
Durham Elementary School playground warrants being included in the joint -use facilities list in
the future, the item will be brought back to the Joint Utilization Committee for consideration.

The District will continue to work for improvements to the Durham Elementary School
playground.
Craig Rothmeier requested a copy of the Durham Playground Needs presentation from the June
23, 2005 JUC meeting.
Agenda Item No. 7. Discussion: CISD Projects Update
New Flyer Distribution Method
Regarding distribution of flyers from school campuses, the CISD is planning to institute a
website method for distributing flyers to parents and will discontinue distribution of paper
copies, except for the current marketing agreements that require that type of distribution. Flyers
will be posted, free of charge, to a website that parents can access. The website will be
publicized to parents in the district email newsletter, in the local newspapers, in Southlake In
Review, and in future Southlake Scene issues.
CISD will work with City staff on transitioning from paper flyers to digital distribution. Mr.
Polasek requested a copy of proposed procedural change to share with City staff.
Retirement of Community Services Director
The efforts by retiring Community Services Director Malcolm Jackson on behalf of the Carroll
Independent School District were praised by Joint Utilization Committee members.
Disposition of CISD Properties
The CISD Bond Committee has not made a recommendation on disposition of CISD property
and therefore proposals for joint use opportunities at Carroll Intermediate School (CIS) are still
on hold at this time.
Agenda Item No. 8. Discussion: City Project Update
A copy of the City Project Update was included in the JUC packets. The report contained status
information about various City road construction projects. Contact Deputy Director of Public
Works Charlie Thomas (817.481.2175) regarding projects or construction status.
The City is currently working with Tarrant County on providing sidewalks and overlay on Shady
Oaks Drive.
CISD Transportation Department should contact Deputy Director of Public Works Charlie
Thomas to receive information on any road closures that would facilitate school bus route
changes.
Land Use Plan

Contact Planning Director Ken Baker to obtain a copy of the recently approved Land Use Plan. It
is also available on the City's website.
