Call to Order JUC chair John Terrell called the meeting to order at 6:00 p.m. A quorum of voting members was present. Agenda Item No. 2. Administrative Comments: An announcement was made that the Office of City Secretary is now accepting applications for City boards and commissions. JUC members whose terms will expire in May 2006 may wish to reapply to JUC or to another board. An application was included in the meeting packet. Agenda Item No. 3. Consider: Approval of the minutes from the February 9, 2006 meeting. A motion was made to accept the February 9, 2006 Joint Utilization minutes with the change as noted. Motion: Rothmeier Second: Muzyka Ayes: Feuchter, Muzyka, Rothmeier, Shoupp and Terrell Nays: None Abstention: None Approved: 5 -0 Motion carried. Agenda Item No. 4. Discussion: Saber Holding's Math Can Take You Places Presentation The City and Saber staffs have been working together to determine ways that the two organizations can partner to mutually benefit by advertising, cooperation and certain events. There are a number of activities and projects that are being currently reviewed between the two groups to work together and benefit. The Math Can Take You Places is one of those programs. April 19, 2006 JUC Meeting Minutes Page 1 of 4 Barbara Anderson, director of community relations with Sabre Holdings, presented an overview of Sabre's community involvement and volunteer efforts. Toni Harrison- Kelly, KERA program director, presented information about specific components of the math program and explained how each feature may be used to supplement the teacher's instruction to promote the relevance of math in the classroom. Math Can Take You Places student video programs are now being broadcast in eight states and reach 1.5 million students nationwide. JUC members were shown a ten minute preview of a student video. Two opportunities for CISD were offered: 1) Teachers of grades 4 -6 may receive a free copy of the CD/DVD by completing an online application at www.mathcantakeyouplaces.org and 2) teacher grants are available (deadline is April 21). Agenda Item No. 5. Discussion: Potential for Joint Operational Programs CISD and city staff members have conducted several brainstorming meetings to investigate areas that were previously identified as opportunities for joint cooperation and consolidation of programs. Dr. Citty updated the committee on the progress to date. Human Resources 1. Staff training — Strong opportunities exist for shared employee diversity and sexual harassment training. The district is suited to offer these sessions and can accommodate 1,000 people with bi- language training. 2. Shared health insurance — There is not much commonality in this area. The district has a lower rating than the City and thus a consolidation would cause the city's rates to go up. 3. Wellness program — The city and district will continue to look at this area. One possible opportunity is consolidation of the annual Flu shots offered to both staffs. 4. North Texas Municipal Alliance — City staff will be invited to take advantage of some of the alliance's training programs for administrators, supervisors, and customer service agents. 5. North Central Texas Association of School Personnel Administrators — City staff are invited to participate in the supervisory training for maintenance and custodian sessions that are offered by this organization to the district. 6. Employee Day Care — Although there are many unanswered fundamental questions to resolve before an employee- supported day care can be considered, the district continues to pursue this goal. A web -based survey may be conducted of city employees to gauge their level of interest in having a joint day care facility. Public Works 1. Building Maintenance — This area presents some opportunities for shared custodial services such as providing assistance with maintenance of the parking lot entry and replacement of light bulbs /fixtures on pole lights in parking lots. 3 -2 2. Fleet maintenance — There are some structural limitations that prohibit joint use. The district's maintenance facility has only two vehicle bays and is constantly being used for repairs to the school buses. 3. Fleet service — There are no opportunities for joint use at this time since the district and city have completely different operations. 4. Grass maintenance — Both entities are at capacity for grounds maintenance due to the large amount of acreage they each must maintain, however, they will continue to look for opportunities. 5. Large -scale plumbing requiring heavy dirt work — CISD does not own a backhoe and would benefit from the city sharing its equipment, such as the backhoe, in case of a water break or other emergencies. 6. HVAC — The district has staff with HVAC expertise that the city may be able to tap into. Finance — Further meetings will be arranged to delve into possibility of shared purchasing and bidding processes. Marketing — Both entities may help publicize each other's events on webpages, cable and newsletters. Quarterly updates on the progress of these shared programs will be provided to Joint Utilization Committee members. Agenda Item No. 6. Discussion: CISD Projects Update — Dr. Citty provided a brief report on CISD projects. Bonds — The district anticipates receiving a project schedule for the $24.5 million expenditure of the bonds recently passed. Projects this summer include resurfacing of the stadium parking lot, installation of learning cottages at Eubanks and Johnson elementary schools, retrofitting of lights in older school campuses, and replacing most of the HVAC system at the senior high school. CISD and Gateway Church road issue — This item may be discussed at the CISD board meeting on May 1St Newman Developers of the former Aventerra property on SH 114 — Staff is expecting to receive preliminary plans from the Newman for the former Aventerra acreage. Agenda Item No. 7. Discussion: City Project Update Striping of FM 1709 — A schedule for re- striping of Southlake Boulevard will be emailed to JUC members. 3 -3 City's participation in the STEP Grant Program — The city is seeking to expand its trail/sidewalk system from Dove Road at White Chapel, east to Carroll Middle School, south on Carroll Avenue to Old Union School. A copy of the City Project Update was included in the JUC packets. The report contained status information about various City road construction projects. Contact Public Works Construction Inspector Clayton Redinger regarding projects or construction status. Agenda Item No. 8. Discussion: Future Joint Use Facilities, Projects and Goals Bob Jones Nature Center — The District and city are looking forward to the opening of the Bob Jones Nature Center and anticipate many types of joint use activities and curriculum development. The layout plan for the center may be brought to JUC after presentation at Park Board and SPDC. The city also offered to take school board members on a tour of the property. Noble Oaks Pond — The improvements to the pond should be completed by beginning of the fall school season. Agenda Item No. 9.
