17 Adjustment meeting to order at 6:30 p.m.

19 Agenda Item No. 2 — Approval of the Minutes: Chair McCaskill opened the discussion of the
20 minutes of the Zoning Board of Adjustment meeting held on April 26, 2012.

22 A motion was made to approve the minutes of the Zoning Board of Adjustment meeting held on
23 April 26, 2012, as presented.

34 Agenda Item No. 3 — Administrative Comments: Richard Schell, Planner II, announced that
35 our next ZBA meeting would be held on July 26, 2012. Chair McCaskill welcomed the new
36 members.

38 Agenda Item No. 4 — ZBA -624. Special Exception Use Permit: Variance to Ordinance No.
39 480, Section 44.12(1), for a servants or family quarters for the property located at 532 Coyote
40 Road, Southlake, Texas and described as Lot 2, Block 2, Clariden Ranch Phase III, an addition
41 to the City of Southlake, Denton County, Texas. The current zoning is SF -1A.

43 Chair McCaskill explained that the applicant has requested to table this case to the July 26,
44 2012 meeting.

46 A motion was made to approve the request to table case ZBA -624 to the July 26, 2012

59 Agenda Item No. 5 — ZBA -625, Variance for sidewalk: Variance to Ordinance No. 480,
60 Section 33.19, requiring a five (5) foot wide concrete sidewalk along all public streets for all
61 developments requiring a City of Council approved site plan. The request is being made by the
62 applicant, The DRS Group LLC /Donald R. Schreiber, for property located at 2819Exchange
63 Blvd., Southlake Texas, and described as Lot 1R2, Block 2, Cornerstone Business Park, an
64 addition to the City of Southlake, Tarrant County, Texas. The current zoning is 1 -1, Light
65 Industrial District.

67 Richard Schell, Planner II, reported that twenty (20) notices were mailed out within two hundred
68 (200) feet with zero (0) responses having been received.

70 Don Schreiber, 1319 Montgomery Lane, Southlake, Texas, once sworn in, stated that he has
71 been a Southlake resident for twelve (12) years and is a business owner as well and
72 appreciates the ordinances. He stated that the sidewalk runs 200 feet then dead ends, so why
73 build it when it goes nowhere. He also noted that it would basically be 175 feet of sidewalk that
74 just ends.

76 Mr. Singh, 2815 Exchange Boulevard, Southlake, Texas, once sworn in, stated that he is in
77 favor of the variance. He is a business owner that neighbors the property that is requesting the
78 variance. Mr. Singh also noted that he only sees about one person a month walking on that
79 sidewalk and the only time there is an abundance amount of traffic is during the football season.
80 He stated that he allows the use of the parking lot on his property to accommodate the
81 pedestrian flow.

83 Board member Lambert asked for the applicant to come back to the stand and asked Mr.
84 Schreiber what he planned for the property if a sidewalk was not provided. Mr. Schreiber
85 responded that everything bordering Nolen and Exchange will remain green plus more trees will
86 be planted. Board member Lambert also questioned Mr. Schreiber about the parking and he
87 referred her to the PowerPoint presentation that showed the parking layout on the site plan.

89 Board member Andrews asked City staff if the applicant is required to put in the sidewalk will the
90 city continue it at any time. Deputy Director Killough responded that there are no plans for
91 extending the sidewalk and it is not on the sidewalk plan currently. Board member Amend
92 asked why the sidewalk started and then stopped with no plans of completion. Deputy Director
93 Killough responded that he did not know the driving factors behind that plan.
