On behalf of American Tower L.P., Metro PCS is requesting approval of a specific
use permit for telecommunications towers, antennas, and ancillary buildings at
3700 N. White Chapel Boulevard. SPIN Neighborhood # 1.
Metro PCS is requesting approval of a specific use permit for telecommunications
towers, antennas, and ancillary buildings to allow the addition of two (2) microwave
dish antennas on an existing cell tower, as well as, an on -site backup generator.
The site is owned by American Tower L.P. and located at 3700 N. White Chapel
Boulevard.
The purpose of the microwave antennas is to improve call distribution and quality
from point -to- point. The propagation plots will not change from what has been
previously submitted and the coverage remains the same. The applicant states the
generator is to be used only in case of power failures lasting for over four (4)
hours.

front of the site and his agreement to place eight, ten -foot
cedars on either side of the asphalt drive;
• stating that the existing landscaping around the current fence
will remain and will be replaced if necessary upon construction
of the screening wall which will be an eight foot masonry brick
wall with masonry footing at least comparable to the Superior
fencing product at the water tower;
• stipulating the site will be maintained at least once a week
during the growing season;
• subject to the recommendations of the Planning and Zoning
Commission;
• and, subject to Concept Plan Review Summary No. 3, dated
November 3, 2006.

As a condition to this Determination, the structure should continue to be marked and /or lighted utilizing a
med -dual system.
This determination is based, in part, on the foregoing description which includes specific coordinates, heights,
frequency(ies) and power. Any changes in coordinates, heights, and frequencies or use of greater power will
void this determination. Any future construction or alteration, including increase to heights, power, or the
addition of other transmitters, requires separate notice to the FAA.
This determination does include temporary construction equipment such as cranes, derricks, etc., which may be
used during actual construction of the structure. However, this equipment shall not exceed the overall heights as
indicated above. Equipment which has a height greater than the studied structure requires separate notice to the
FAA.
This determination concerns the effect of this structure on the safe and efficient use of navigable airspace
by aircraft and does not relieve the sponsor of compliance responsibilities relating to any law, ordinance, or
regulation of any Federal, State, or local government body.
A copy of this determination will be forwarded to the Federal Communications Commission if the structure is

Informational Comments:
Prior to permitting, provide a certificate of insurance to the city, issued by an insurance company
licensed to do business in the state of Texas indicating that the applicant carries comprehensive
general liability insurance with limits of liability thereunder of not less than: bodily injury: $500,000
for injury to any one person and $1,000,000 for all injuries sustained by more than one person in
any occurrence; property damage: $1,000,000 for damage as a result of any one accident. The
applicant shall provide the city with a renewal certificate within then (10) business days of each
renewal. Any insurance required to be provided by the applicant herein may be provided by a
blanket insurance policy covering this property and other locations occupied by the applicant,
provided such blanket insurance policy complies with all of the other requirements as to the type
and amount of insurance required. The applicant may also fulfill the requirements under this
section through a program of self- insurance, subject to approval by the city, which approval shall
not be unreasonably withheld. If the applicant elects to self- insure, then the applicant shall
furnish the city with a letter stating that there is a self- insurance program in effect that provides for
the same, or greater, coverage than required of the applicant herein. The applicant agrees to
furnish the city with certificate of insurance certifying that the applicant has in force and affect the
above specified insurance. The certificate and renewal certificates shall provide that insurance
shall not be canceled or changed unless 30 days' prior written notice is just given to the city.
=k Each backhaul provider shall be identified and have all necessary franchises, permits, and
certificates. The identity of other providers who co- locate to the site and their backhaul providers
shall be provided as well.
* No lettering, symbols, images, or trademarks large enough to be legible to occupants of vehicular
traffic on any adjacent roadway shall be placed on, or affixed to, any part of a telecommunications
tower, platform, antenna or ancillary structure.
. All landscaping requirements of the previously approved specific use permit and associated site
plan will be subject to compliance prior to the issuing of any permits.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE,
TEXAS, GRANTING A SPECIFIC USE PERMIT FOR
TELECOMMUNICATION TOWER, ANTENNAS AND ANCILLARY
BUILDINGS WITHIN THE CITY OF SOUTHLAKE, TEXAS, LOCATED AT
3700 NORTH WHITE CHAPEL BOULEVARD, BEING DESCRIBED AS
LOT 1, BLOCK A, OIEN ADDITION, SOUTHLAKE, TARRANT COUNTY,
TEXAS AS DEPICTED ON THE APPROVED SITE EXHIBIT ATTACHED
HERETO AND INCORPORATED HEREIN AS EXHIBIT "A" AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for a telecommunication tower, antennas and ancillary
buildings has been requested by a person or corporation having a proprietary interest in the property
zoned as "CS" Community Service District; and,
WHEREAS, in accordance with the requirements of Section 45.7 of the City's Comprehensive
Zoning Ordinance, the Planning and Zoning Commission and the City Council have given the requisite
notices by publication and otherwise, and have afforded the persons interested and situated in the
affected area and in the vicinity thereof; and,
WHEREAS, the City Council does hereby find and determine that the granting of such Specific
Use Permit is in the best interest of the public health, safety, morals and general welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for telecommunication tower, antennas and ancillary buildings,
on property within the City of Southlake, Texas, located at 3700 N. White Chapel Boulevard, Southlake,
Texas, location being described as Lot 1, Block A, Oien Addition, an addition to the City of Southlake,
Tarrant County, Texas, more fully and completely described in Exhibit "A ", and as depicted on the
approved Site Plan attached hereto and incorporated herein as Exhibit "B" and providing an effective
date, subject to the provisions contained in the comprehensive zoning ordinance and the restrictions set
forth herein. The following specific requirements and special conditions shall be applicable to the
granting of this Specific Use Permit:

This resolution shall become effective on the date of approval by the City Council.

The Federal Aviation Administration has conducted an aeronautical study under the provisions of 49 U.S.C.,
Section 44718 and if applicable Title 14 of the Code of Federal Regulations, part 77, concerning:
Structure: Antenna - Side Mount MCI SOUTHLAKE TX (092148)
Location: Roanoke, TX
Latitude: 32- 59- 09.44N NAD 83
Longitude: 97- 09- 27.04W
Heights: 333 feet above ground level (AGL)
911 feet above mean sea level (AMSL)
This aeronautical study revealed that the structure does not exceed obstruction standards and would not be a
hazard to air navigation provided the following condition(s), if any, is(are) met:
As a condition to this Determination, the structure should continue to be marked and /or lighted utilizing a
med -dual system.
This determination is based, in part, on the foregoing description which includes specific coordinates, heights,
frequency(ies) and power. Any changes in coordinates, heights, and frequencies or use of greater power will
void this determination. Any future construction or alteration, including increase to heights, power, or the
addition of other transmitters, requires separate notice to the FAA.
This determination does include temporary construction equipment such as cranes, derricks, etc., which may be
used during actual construction of the structure. However, this equipment shall not exceed the overall heights as
indicated above. Equipment which has a height greater than the studied structure requires separate notice to the
FAA.
This determination concerns the effect of this structure on the safe and efficient use of navigable airspace
by aircraft and does not relieve the sponsor of compliance responsibilities relating to any law, ordinance, or
regulation of any Federal, State, or local government body.
A copy of this determination will be forwarded to the Federal Communications Commission if the structure is
subject to their licensing authority.
