Staff is requesting City Council approval of renewal Community Services
Agreements with APEX, Arts Council Northeast, SSC and SHS. Agreements are for
three year terms from October 1, 2012 — September 30, 2015

The City partners with various non - profit organizations to provide social,
educational, economic and cultural programs and services for Southlake citizens
and businesses. These partnerships allow the City to provide certain services to the
community without having to fund additional personnel and capital investments, as
well as the ongoing administrative and operational expenses these services would
require.

The Community Services Agreements deliver on the focus areas of Partnerships &
Volunteerism and Performance Management & Service Delivery. They meet the
corporate objectives to promote attractive and unique spaces for enjoyment of
personal interests, attract and keep top -tier businesses to drive a dynamic and
sustainable economic environment, promote opportunities for partnerships and
volunteer involvement, collaborate with select partners to implement service
solutions and enhance resident quality of life and business sustainability through
tourism.

• Enhances community awareness, participation
and appreciation of the arts
— Eleven (11) free professional programs
— Three (3) educational programs
— Three (3) events with a community arts component
APEX's mission is to enhance appreciation and participation in music and dance, as
well as literary, visual and theatrical arts in the region. They will accomplish this by
providing eleven free professional programs, three educational programs and three
community arts related events each year through the term of the agreement.

Community Services Agreement
Arts Council Northeast
• Support, encourage and facilitate artistic
cultural opportunities
• Provide information and assistance to artists,
arts organizations and the general public
• Offers MasterWorks Music Series
— Over eleven (11) years in Southlake
(concerts at TS)
Arts Council Northeast supports, encourages and facilitates artistic cultural
opportunities including arts related programs and classes, youth summer art
programs, community cultural events and educational programs. Arts Council also
provides information and assistance to artists, other arts organizations and the
general public.
The popular MasterWorks Music Series is also offered through the City's
partnership with Arts Council Northeast.
Community Services Agreement
Southlake Sister Cities
• Acts as official liaison between Southlake and
sister /friendship cities:
- Tome, Japan
- El Fuerte, Mexico
- Suzhou, Wuzhong District, China
• Hosts visitors from Southlake's Sister Cities
• Promotes the program
• Represents Southlake in exchange visits
The mission of Southlake Sister Cities is to foster global understanding, friendship
and communication through education and exchange. As such the organization
acts as the official liaison between Southlake and its sister cities and friendship
cities. SSC hosts visitors from Southlake's sister and friendship cities, promotes the
Southlake sister cities program and represents the city in exchange visits to its
sister cities and friendship cities.

Historical Societ
Southlake Historical Society provides educational and motivational programs to
improve the understanding of items, places and persons of historical significance in
and around Southlake. The organization acts as the local historical society for
Southlake and is dedicated to archiving historical materials, gathering oral history,
assisting in historical research and developing historical programs for teachers and
students.

Southlake Sister Cities $ 5
Southlake Historical Society No Funds
Total $35
Funding for the Community Services Agreements was approved in the FY 2013
budget for the following amounts:
• $8,000 to APEX Arts League
• $22,000 to Arts Council Northeast
• $5,000 to Southlake Sister Cities
City funds were not allocated to the Southlake Historical Society.
Funding for the renewal agreements remained the same as the previous
agreement.
