Southlake Blvd., Southlake, Texas. Current Zoning: 01 — Office District. SPIN Neighborhood #11. DETAILS: Blake Architects is requesting approval for a variance to the Tree Preservation Ordinance No. 585, as amended, for Watermere Medical Plaza. The total existing tree cover on the site is approximately 49% which requires that a minimum of 50% of that existing tree cover be preserved. The approved tree conservation plan allowed a variance to preserve approximately 42% (8% variance) of the existing tree cover. Upon completion of the final construction plans it was determined that some of the trees near the foundation of the building, in the detention pond and in the area of the sidewalk along Watermere Drive cannot be preserved. The applicant is requesting an additional variance to allow preservation of approximately 33% (17% variance) of the tree cover. To mitigate the additional removal of the existing trees, the applicant is proposing that all canopy trees planted be a minimum of four (4) inch caliper size and to plant an additional twelve (12) canopy trees on the site, over and above the minimum requirements for bufferyards and interior landscape. CITY COUNCIL: CITIZEN INPUT: None specific to this request. There was a SPIN meeting held for the original 1.0 acre development on June 13, 2011. No public hearing is required for this request. TREE PRESERVATION: The site contains approximately 48.97% tree cover; most of these trees are Post Oaks and Hackberry trees. Under the City's Tree Preservation Ordinance the applicant would be required to preserve 50% of the tree cover on site but is requesting to preserve 32.75% of the tree cover as noted under Attachment `C' of this staff report. The reasons are as follows: 1. Development of the site places the trees that are grouped tightly together to close to the needed building location. 2. Existing drainage retention on the south end of the property requires development of the new medical buildings along the east and north property lines, which places the buildings close to some existing tree lines_ 3. Placing the buildings so as to "hide" the parking lot &OM the strut views of Southlake Blvd. and Wratermere Drive requires some trees to be to close to the building foundation lines. 4. Creating proper drainage around the buildings for storm v�awr places sortie gees in the flow liar of drainage. Proposed remedies: 1. Increase the size of all bufferyard trees and interior landscape trees from being allowed to be 50% 2 inch caliper to being x114 inch caliper. 2. Adding an additional 12, 4 inch caliper trees to the site.
