SUMMARY: On behalf of Hines -GTIS Carillon LLC, Jacobs Engineering Group, Inc. is requesting
approval of a revised preliminary plat for Carillon Chateaux District, which proposes
one hundred ninety (190) residential lots and seven (7) public open spaces on
approximately 124.563 acres located at 1500, 1600 and 1800 N. Carroll Ave.,
Southlake, Texas, and described as Tracts 3 and 4A1, A. Chivers Survey, Abstract No.
299 and Tract 2, L. Chivers Survey, Abstract No. 300, Southlake, Tarrant County,
Texas.
REQUEST
DETAILS:
The applicant is requesting approval of a revised preliminary plat for Carillon Chateaux
District, which proposes one hundred ninety (190) residential lots and seven (7) public
open spaces, to reconfigure the open space and access points. The number of lots in
the district remains the same as the previously approved preliminary plat at one
hundred ninety (190). The following changes are proposed:
Remove a street to minimize cut through traffic to N. Carroll Avenue.
Combine the Neighborhood Park and Tree Preserve and increase the park
space (added 1.2 acres of open space).
Convert approximately thirty -seven (37) of the 90' lots to larger 100' lots.

HISTORY: -The City Council approved a zoning change request and concept plan to "NR-
PUD" on May 20, 1997.
-The City Council approved a zoning change and concept plan on December
18, 2001 to add tracts of land into the existing "NR -PUD" and to revise parcel
boundaries and permitted uses within the district.
- The City Council approved "ECZ" Employment Center Zoning District and a
development plan on November 18, 2009.
-A preliminary plat (ZA09 -010) showing four hundred twenty -three total lots was
approved May 5, 2009.
TREE PRESERVATION: Additional existing trees are proposed to be preserved with the proposed
Preliminary Plat revision.

1. The following comments pertain to easements:
a. Where adjacent property is unplatted or platted showing a 5' U.E., provide a 5' U.E. along
the property line; if adjacent property is platted and shows no easement, provide a 10' U.E.
along the interior of the property line.
Although the subdivision ordinance requires the previous, staff recommends that
easements only be provided where needed for the adequate extension and delivery of
utility services. Easements should be located in a manner that maximizes tree
preservation and limits impact on private properties. Do not center interior easements
for water, sanitary sewer, or drainage on common lot lines. Offset so that
improvements are in one lot or the other.
b. Designate the area inundated by the ultimate 100 -year storm as a drainage easement.
Label the ultimate 100 -year floodplain limits and 100 -year floodway on the final plat
( Floodway must be tied down by metes and bounds upon final plat approval).
2. Show and dimension the right of way dedication in accordance with the current Master Thoroughfare
Plan. Dimensions must either be from center line of apparent existing right of way or full width from
across right of way if opposite side has dedicated their half. The N. Carroll Ave. right of way is shown
as an 88' two -lane undivided arterial on the Master Thoroughfare Plan. Ensure that adequate right of
way is being dedicated for N. Carroll Avenue (88'). Dedication needed should be based on the best
evidence of the established roadway centerlines which may be based on a combination of platted
dedications and thoroughfare plan requirements for which the dedication was based upon, existing
pavement centerline and surveyed field evidence found on the ground.
3. Please provide a detail of the southern intersection of LaSalle Lane and Savoy Lane. The intersection
is not 90 Please revise the note stating that all intersection angles are 90 or add the angle of the
intersection in a detail on the plat.
4. Please provide pedestrian access easements for all trails and pathways shown in the Carillon
Pathways Plan.

alternate names as soon as possible.
2. Automatic fire sprinkler system will be required for buildings over 6,000 sq.ft. (per 2006 I.F.C. Sec.
903.2.10.6 as amended) Submit plans to Reed Fire Protection 14135 Midway Rd. Suite G260

FIRE LANE COMMENTS:
No fire lane problems noted based on submitted information
Fire lanes are satisfactory as shown on the submitted plan.
Fire apparatus access needs to be provided to within 150 feet of all exterior portions of the
perimeter of buildings on a "hose -lay" basis. Fire apparatus access, if necessary, needs to be all
weather surface (asphalt or concrete) 24 feet wide and able to support fire apparatus.
Fire apparatus access needs to be designed and maintained to support the imposed loads of fire
apparatus (minimum of 75,000 Ibs GVW).
3. Fire lanes require minimum 30 ft. inside turn radius and minimum 54 ft. outside turn radius. (per
2006 I.F.C. Sec. 503.2.4 as amended and policy dated 05 -27 -93 and updated 07- 18 -97)
Dimension turn radii on site plan.
4. Streets that are to be dead -end until the next phase of construction need to be provided with an
approved turn - around for fire apparatus if the dead -end is more than 150 feet long.
5. Cul -de -sac streets require a 50' radius for turning around fire apparatus.
FIRE HYDRANT COMMENTS:
Hydrants to have Hydra -Storz connections with butterfly vanes (or equivalent) on pumper outlet for
five -inch diameter hose.
Hydrants required at maximum spacing R -3 and U Occupancies 400 feet Unsprinklered 600 feet
Sprinklered. All others 300 feet Unsprinklered and 600 feet Sprinklered. Hydrants are required at
intersecting streets and at intermediate locations between as prescribed above, measured as the
hose would be laid.
INFORMATIONAL COMMENTS:
All construction plans to be submitted for a building permit must conform to the edition of the
International Fire Code currently amended and adopted.

It appears this property lies within the 65 'LDN D /FW Regional Airport Overlay Zone, requiring
construction standards in compliance with the Airport Compatible Land Use Zoning Ordinance No.
479. Additionally, the Avigation Easement and Release shown in Appendix 3 of the Subdivision
Ordinance No. 483 must be executed on subsequent Plats to be filed in the County Plat Records.
Public dedication of land in lieu of park dedication fees and /or any other fee credits requires a
recommendation from the City's Park Board. Contact Peter Kao @ (817) 748 -8607 regarding
placement on a Park Board agenda.
Upon submission of the final plat for filing in the County, two intervisible boundary corners of the site
must be geo- referenced by state plane coordinates in accordance with section 8.03(B) of the
Subdivision Ordinance No. 483 and shown on the final plat, and prior to acceptance of the subdivision
by the City, a digital computer file of the subdivision must be provided in accordance with Section 8.04
of Ordinance No. 483.
Provide easements for water, sewer and /or drainage in compliance with approved construction plans.
Provide the instrument number of the existing drainage easement that crosses the property on the
final plat.
Do not center interior easements for water, sanitary sewer, or drainage on common lot lines. Offset so
that improvements are in one lot or the other.
On the final plat, show and label pins /rods found or set with sizes on property corners.
Please ensure that grading in areas of existing trees that are proposed to be preserved is limited
to the outskirts of the critical- root -zone areas of the trees intended to be preserved. Also ensure
that the drainage of the areas is not compromised by any grading around the areas. Please be
aware that all existing trees shown to be preserved on the City Council approved Tree
Conservation Analysis /Tree Conservation Plan must be preserved and protected during all phases
and construction of the development. Alteration or removal of any of the existing trees shown to be

preserved on the approved Tree Conservation Analysis /Tree Conservation Plan is a violation of
the Tree Preservation Ordinance and the zoning as approved by the Southlake City Council.
Please ensure that the layout of all structures, easements, utilities, structures, grading, and any
other structure proposed to be constructed do not conflict with existing trees intended to be
preserved.
A final plat, construction plans and a developer's agreement must be approved and all required
fees paid prior to construction of any public infrastructure. All supporting infrastructure for the
proposed lots /subdivision must be substantially complete and ready to be accepted by the City
prior to recording any final plat. No building permits may be issued until the final plat is recorded in
the County Plat Records.
