2012-08-14 CITY O F SOUTHLAKE Senior Advisory Commission Meeting: August 14, 2012 LOCATION: Southlake Senior Activities Center 307 Parkwood Dr Southlake, Texas Members Present: Chair David Baltimore, Vice Chair Dick McCauley, Secretary Nancy Sporn; SAC members Jean Boland, Charlie Boyd, Pat Burnett and Marge Kyle Commission Members Absent: Beverly Blake and Jeanette Gossage Staff Members Present: Kari Happold, Deputy Director of Community Services, Nancy Brown, Senior Services Coordinator, and Communications and Website Manager Pilar Schank Guests: Place 5 City Council Member Jeff Wang Liaisons: MMOW representative Darla Fowler; and CARS president Neal Perkins Public Forum: Connor Roe, District Liaison for State Representative Giovanni Capiglione; and DPS Community Initiatives Officer Renni Burt Agenda Item No. 1. Call to Order — The meeting was called to order by Chairman Baltimore at 1:05 p.m. Agenda Item No. 3. Discussion A. Guest Presentation — City Council member Jeff Wang gave a power point presentation and related information about the City's financial status, mentioning that revenues are on target and there is no budget shortfall for FY 2013. City Council anticipates calling a referendum election next May to proceed with the multi - purpose facility. Agenda Item No. 2A. Consent: Approval of the July 10, 2012 regular Senior Advisory Commission meeting minutes — There were not corrections to the minutes A motion was made to approve the minutes of the July 10, 2012 meeting. Agenda Item No. 4. Reports A. Senior Center Coordinator — This is a standing item to update the Commission. Senior services coordinator Brown reported on the Seniors Support Southlake program and attendance at the Center. Attendance has increased. A new recreation specialist has been hired, Angela Fincher to assist with operations of the center. SAC members discussed adding trips in the fall and starting pickle ball. Senior Center members have been asked to participate in a research project about seniors living with their children. B. Metroport Meals on Wheels Report — This is a standing item to update the Commission. The monthly reports for June and July were distributed by Darla Fowler. C. CARS Report — The CARS report was distributed by Dick McCauley in Neal Perkins' absence. D. Southlake Steering Committee — A brief report was given about the Committee's activities. E. Southlake Senior Funding, Inc. — Dick McCauley reported on recent SSFI activities. SSFI is not going to pursue working with Missy Gale at this time but this will be a backup plan. The school tax increase will be voted upon in September. SSFI is waiting to hear from the Steering Committee regarding possible new projects. F. City Manager's Office & Community Services — Communications & Website Manager Pilar Schank provided an update on the West Nile situation, Stage One water conservation program in effect, and the progress on the 30" T.W. King pipeline, which is scheduled for completion next spring. G. Guest Schedule — The upcoming guest speaker is Texas House of Representative Giovanni Capriglione for the September 11 meeting. Staff will work on securing other possible guests including City Manager Shana Yelverton, the new Baylor Grapevine Medical Center president Steve Newton, and an Area on Aging representative for future meetings. Public Forum Connor Roe, District Liaison for State Representative Giovanni Capriglione, 1205 S. White Chapel Blvd., Suite 100, Southlake, asked SAC to email any questions in preparation for next month's guest speaker, Giovanni Capriglione. Renni Burt, DPS Community Initiatives Officer, DPS Headquarters Facility, asked SAC for suggestions for programs for the coming year. Agenda Item No. 6A. Consider: Recommendation on proposed FY 2012 Senior Center General Fund Operating Budget — Deputy Director Kari Happold presented the budget. It is basically the same as the previous year. The committee discussed the budget briefly. A motion was made to approve the proposed senior center general fund operating budget as presented.
