MINUTES
CITY COUNCIL PRESENT: Mayor Andy Wambsganss, Deputy Mayor Pro Tern Keith
Shankland, and Councilmembers: Gregory Jones, Carolyn Morris (arrived at 8:50 a.m.),
Virginia Muzyka, and John Terrell.
CITY COUNCIL ABSENT: Mayor Pro Tern Rex Potter.
STAFF PRESENT: City Manager Billy Campbell, Assistant City Manager Shana Yelverton,
Assistant to the City Manager John Eaglen, Community Services Director Malcolm Jackson,
Finance Director Sharen Elam, Planning Director Bruce Payne, Director of Economic
Development Greg Last, Director of Human Resources Kevin Hugman, Director of Public Safety
Rick Black, Director of Public Works Pedram Farahnak, Deputy Director of Community
Services Steve Polasek, Executive Secretary/Office Manager Kim Bush, Economic Development
Specialist Stefanie Wagoner, Audio Visual Systems Technician Pam Jordan, Information
Systems Technician Sam Cobb, and City Secretary Lori Farwell.
Agenda Item No. 1. Opening Comments. Mayor Wambsganss called the meeting to order at 8:45
a.m. City Manager Campbell welcomed Council and guests.
Agenda Item No.2. Discussion of various economic development topics. Director Last presented
information on Southlake's economic climate and market factors. Council discussed specific
properties and the use of economic development incentives.
A break was called for at 10:37 a.m. and the meeting was called back to order at 11 :02 a.m.
Director Last continued the discussion with Council regarding specific properties.
A break was called for lunch at 11 :55 a.m. and the meeting was called back to order at 12:25
p.m.
Director Last continued the discussion with Council regarding economIC incentives and
Southlake's Tax Abatement Policy.
A break was called for at 1 :32 p.m. and the meeting was called back to order at 1 :50 p.m.
Director Last presented information on Council's annual project prioritization. The following
projects were recommended and ranked by Council: drainage district, ethics ordinance, business
climate/image, medians, review of 1-1 and 1-2 uses, fences, more corridor overlays, sign
ordinance, ISD relationships, articulation standards, terrain sensitivity, landscape maintenance,
Planning and Zoning Commission minutes, and emergency preparedness.
