CITY COUNCIL PRESENT: Mayor Andy Wambsganss, Deputy Mayor Pro Tem Rex
Potter, Councilmembers Carolyn Morris, Keith Shankland, and Greg Standerfer, and
Councilmembers-elect Gregory Jones, Virginia Muzyka, and John Terrell.
CITY COUNCIL ABSENT: Mayor PI:<> Tem W. Ralph Evans and Councilmember Tom
Stephen.
STAFF PRESENT: City Manager Billy Campbell, Assistant City Manager Shana
Yelverton, Assistant to the City Manager John Eaglen, Audio Visual System Technician
Pam Jordan, Information Systems Technician Sam Cobb, Director of Community
Services Malcolm Jackson, Deputy Director of Community Services Steve Polasek,
Director of Economic Development Greg Last, Director of Finance Sharen Elam,
Director of Human Resources Kevin Hugman, Director of Planning Bruce Payne, Senior
Planner Dennis Killough, Director of Public Safety Rick Black, Director of Public Works
Pedram Farahnak, Deputy City Secretary Tara Brooks, and City Secretary Lori Farwell.
Agenda Item No.1. Call to order. The special meeting was called to order by Mayor
Wambsganss at 6:32 p.m.
Agenda Item No.2. Recognition of outgoing Councilmembers. The Mayor read
recognition plaques for W. Ralph Evans and Tom Stephen and presented a recognition
plaque to Greg Standerfer. Councilmember Standerfer said he enjoyed his time on
Council and thanked the Council.
Agenda Item No.3. Resolution No. 04-037. Canvassing the returns and declaring the
results of the General Election held on Mav 15. 2004. Mayor Wambsganss read the
resolution into the record: John Terrell received 708 early votes and 1,073 election day
votes for a total of 1,781 votes; Van V. Williams received 438 early votes and 633
election day votes for a total of 1,071 votes; Gregory Jones received 526 early votes and
766 election day votes for a total of 1,292 votes; Tom Stephen received 402 early votes
and 527 election day votes for a total of 929 votes; and Virginia M. Muzyka received 570
early votes and 849 election day votes for a total of 1,419 votes. The resolution stated the
following were elected to office for three (3) year terms to expire in May 2007: John
Terrell, Place 3; Gregory Jones, Place 4; and Virginia M. Muzyka, Place 5.
Election Judge Bob Flaherty briefed the Council on the election. Mayor Wambsganss
thanked Election Judge Bob Flaherty, Alternate Judge Zoe Stephenson, early voting
clerks Bill and Jerrie Young and Bill and Margie Kyle, and all of the election clerks for
their work on the election.

In accordance with Section 4.21 of the City Charter, the caption for this item is listed as

TEXAS, CANVASSING THE GENERAL ELECTION HELD ON MAY 15,2004;
AND DECLARING THE RESULTS FOR COUNCILMEMBERS PLACE 3, PLACE 4,

Motion was made to approve Resolution No. 04-037, Canvassing the returns and
declaring the results of the General Election held on May 15,2004.

Agenda Item No.4. Oaths of Office for Councilmembers Place 3. Place 4. and Place 5.
Municipal Judge Carol Montgomery administered the Oaths of Office to John Terrell,
Place 3, Gregory Jones, Place 4 and Virginia M. Muzyka, Place 5.
Agenda Item No.5. Meeting adjourned. Mayor Wambsganss adjourned the meeting at
6:49 p.m.
A reception followed the meeting in the Town Hall foyer.
