SPECIAL CITY COUNCIL MEETING MINUTES: August 27, 2012

CITY COUNCIL PRESENT: Mayor John Terrell, Mayor Pro Tem Brandon Bledsoe,
Deputy Mayor Pro Tem Pamela Muller and Councilmembers Carolyn Morris, Jeff Wang,
Al Zito, and Martin Schelling.
CITY COUNCIL ABSENT:
STAFF PRESENT: City Manager Shana Yelverton, Assistant City Manager /Director of
Public Safety Jim Blagg, Assistant City Manager Ben Thatcher, Communication and
Website Manager Pilar Schank, Director of Planning and Development Services Ken
Baker, Director of Public Works Bob Price, City Attorney Bryn Meredith and City
Secretary Alicia Richardson.
1. CALL TO ORDER
The Special Meeting was called to order by Mayor Terrell at 5:00 p.m.
2. INVOCATION
Mr. Eric Hulet with Grace Community Church gave the invocation. Mayor Terrell led the
pledge of allegiance.
3. CONSIDER PARTICIPATION IN THE DENTON COUNTY AERIAL MOSQUITO
CONTROL SPRAYING PROGRAM. PUBLIC HEARING
APPROVED
Mayor Terrell informed the public the purpose of the meeting is to learn more about
Southlake's efforts to date, to receive information on Denton County's program and
provide an opportunity for public comments. The City has received public comments via
the City's website, which will be read into the record later in the evening. Council will
also hear comments this evening from those present in the audience.
Emergency Management Coordinator Kyle Taylor provided an overview of action taken
by the City to combat the West Nile Virus threat.
Denton County Public Health Preparedness Coordinator Bob Martinez provided a
presentation on Denton County's program. Mr. Martinez presentation included

information regarding the spraying process; active ingredients in DUET; and
effectiveness of spraying.
Mr. Martinez responded to questions from Council.
Mayor Terrell opened the public hearing and read the following views into the record
that were received via the City's website: Gala Scott (support); LeaAnn Munoz
(support); Don Scott (support); Alan Cooper (inquired about spraying, would it be
citywide ?); Lee Guerin (support); Kristian Poe (opposed); Monique Oliveaux (asked City
to consider ground spraying for problematic areas and public education on briquettes);
Beverly Bingham (opposed); Christine O'Hara (opposed); Kalena Cook (opposed);
Chuck Hahn (support); Holly Gee (opposed); Judy Miller (opposed); John and Carol
Demlow (opposed); Terehas Pearson (support); Dianna Vecchio (opposed); Jana
Assenheimer (support); George Assenheimer (support); Julie & Ray Spellhoffer
(opposed); Christine DeGrappo (support); Steven DeGrappo (support); Julie
Landesberg (concerned with effects of aerial spraying); Chris Monroe (support); Mike
McMurtry (support); Nacheska Gentry-Comb (opposed); Tom Crews (support); Janice
and Paul White (support); Frank Powers (support); Tabitha Gibson (support); Barbara
Paty (support); Deeta Strader (opposed); Chris Ensenberg (opposed); CA and Donna
Walker (support); Susan Smith (support); Bridget Adams (opposed); Bonnie Anselment
(support); and Jim O'Reilly (support).
Mayor Terrell read the following public comment cards into the record: Nancy Sporn
(support), 504 Clariden Ranch; Ken Grossman (opposed), 217 Westwood Drive; Cindy
Grossman (opposed) 217 Westwood Drive; and Nancy Searl (opposed) 775 Bentwood
Lane.
The following spoke in support: Orest Dachniwsky, 375 Silverwood Court; Elaine Cox,
1016 Quail Run Road; Maria Anderson, 1335 Bentley Court; Daniel Weiss 1490 Bent
Trail Circle; Vicky Davis, 200 South Peytonville; Floyd McGlothlin, 2409 Emerald Circle;
Alison Weiss, 1490 Bent Trail Circle; Cathy Vollman, 711 Malton Lane; Rita Cannella,
2850 Brookwood Lane; and Larry Henley, 629 Overland Trail Oakland Trail.
The following spoke in opposition: Julie Mansen, 224 Canyon Lake Drive; Richard
Horton, 2603 South Quail Run Court; Lisa Farnsworth, 1655 Royal Oaks Court; Scott
Roberts, 714 Bryson Way; David Herrmann, 1346 Montgomery Lane; and Richard
Schneider, 1401 Emerald Circle.
There being no one else wishing to speak, Mayor Terrell closed the public hearing.
A motion was made to approve participation in the Denton County aerial mosquito
control spraying program.
City Secretary Alicia Richardson conducted a manual vote.
