Item 6CCITY OF SOUTHLAKE Department of Planning & Development Services STAFF REPORT September 12, 2012 CASE NO: ZAl2 -057 PROJECT: Site Plan for Bicentennial Park — Phase II EXECUTIVE SUMMARY: Schrickel, Rollins and Associates, Inc., on behalf of the City of Southlake, is requesting approval of a Site Plan for Phase II of Bicentennial Park on approximately 80.8 acres located between Shady Oaks Drive and N. White Chapel Boulevard, north of W. Southlake Boulevard. SPIN Neighborhood #7 REQUEST DETAILS: Schrickel, Rollins and Associates, Inc., on behalf of the City of Southlake, is requesting approval of a Site Plan for Phase II of Bicentennial Park for the following proposed additions to the park: • A 2,398 square foot Concession /Restroom Building; • A 4,537 square foot Maintenance /Park Office Building with an enclosed maintenance yard; • A 1.3 acre custom playground with picnic shelters; • The extension of the park boulevard from the existing roundabout within the park to N. White Chapel Boulevard; • The addition of 67 parking spaces; • Aesthetic improvements to three (3) existing baseball fields; • The construction of two (2) new baseball fields (Miracle and 60190 fields); • Drainage improvements to the existing "south pond "; and • Other miscellaneous aesthetic improvements to the Phase II park area. The applicant has also indicated to staff that the architectural theme used in Phase I of Bicentennial Park will also be used in Phase II and has provided some conceptual photographic renderings and further information on the additions of Phase II, these can be found under Attachment `C' of this staff report. VARIANCES REQUESTED: The following variances are also being requested in relation to the addition of Phase II of Bicentennial Park: • Variance to pitched roofs under Zoning Ordinance No. 480, Section 43, Overlay Zones: All structures having a 6,000 square feet or less footprint shall be constructed with a pitched roof. The applicant is requesting to have a parapet roof on both the Concession /Restroom building and the Maintenance /Park Office Building. Case No. ZAl2 -057 • Variance to fagade articulation under Zoning Ordinance No. 480, Section 43, Overlay Zones: All facades must follow horizontal and vertical articulation set forth in this section. The applicant is requesting a variance for the west elevation on the concession /restroom building to be exempt from this requirement and for the south, west and east elevations of the maintenance /park office building to be exempt from the articulation requirements. • Variance to bufferyard landscape planting requirements under Zoning Ordinance No. 480, Section 42, Bufferyards: Landscape plantings must be installed within the bufferyard of the property being developed. The applicant is requesting for the southern boundary adjacent to the Tom Thumb shopping center, south of Liberty Garden, to be exempt from the planting requirements due to the numerous trees existing in this area. • Variance to lighting type under Lighting Ordinance No. 693 -C, Section 4: Permitted lighting types shall be high pressured sodium lights or neutral or warm correlated color temperature Light Emitting Diode LED lights. The applicant is requesting to install metal halide lights at the new baseball fields, the flag poles along the park boulevard and around the monument entry feature adjacent to N. White Chapel Boulevard. • Variance to the intensity of illumination under Lighting Ordinance No. 693 -C, Section 5: The maximum outdoor computed or measured illumination level on a property shall not exceed 20 foot candles outdoors at any point. The applicant is exceeding this threshold at the new baseball fields being proposed. SOUTHLAKE 2030: Consolidated Land Use Plan Under the Southlake 2030 Consolidated Land Use Plan the subject property is designated as Public Park /Open Space, Retail Commercial and Medium Density Residential. The applicant is also processing concurrently a land use plan amendment under Planning Case CP12- 003 to designate the entire park property as Public Park /Open Space. Pathways Master Plan The Southlake Pathways Plan from the Southlake 2025 Comprehensive Plan indicates an 8 -foot multi -use pathway along N. White Chapel Boulevard. An 8 -foot trail currently exists along the roadway but will be realigned with the installation of the monument entry feature. TREE PRESERVATION: There is approximately 7% tree cover on site for Phase II. The Tree Preservation Ordinance requires preservation of a minimum of 70% of the existing tree cover. The plan shows approximately 71% of the existing tree cover to be preserved. The park is located along the north side of Southlake Boulevard (FM 1709) between Shady Oaks Drive and White Chapel Boulevard in the City of Southlake, Texas. The property is approximately ±80 acres of existing park that contains lighted baseball fields for various age levels, two (2) ponds, the Adventure Alley Playground, the Southlake Tennis Center, multiple batting cages, three (3) basketball courts, a roller hockey rink, a maintenance building and yard, an office building that was formerly occupied by the Community Services Department, multiple concession buildings, a restroom building, "The Lodge ", a wood cabin, Liberty Gardens, roadway and parking. The property is currently zoned "CS" (Community Services). A Plat Revision was approved under ZA01 -137 and also ZA08 -094, but was never filed with Tarrant County and therefore Bicentennial Park remains unplatted as of this date. The revisions mentioned above are currently expired and no longer valid. Schrickel, Rollins and Associates, Inc. is currently in the process of platting the Bicentennial Park property. The Site Plan Application includes the following proposed improvements to Bicentennial Park: 1. One (1) lighted "60/90" baseball field with bleacher seating terraced into the sloping grades. 2. One (1) lighted "Miracle League" baseball field with bleacher seating terraced into the sloping grades. This field will be designed with synthetic turf to be accessible for children with disabilities. 3. Fully accessible, custom playground that is approximately 1.3 -acres in size. The playground will be enclosed by an ornamental iron fence for security and will contain three (3) pavilions along with covered seating for park patrons. Conversion of the chain link backstops on existing Field Nos. 5, 6 & 7 to a low, brick wall with a net backstop. 5. Restroom /Concession Building that will replace the existing restroom /concession building at Field Nos. 5, 6, 7 & 8. The total square footage for the building is 2,398sf and is separated into the following sizes: a restroom square footage of approximately 1,101sf, a concession square footage of approximately 725sf and a storage square footage of approximately 485sf. 6. Maintenance Building that will replace the existing maintenance building currently located in the center of the park. The maintenance building will provide an exterior access, family restroom for park patrons. The total square footage for the building is 4,537sf and is separated into the following sizes: a restroom square footage of approximately 249sf, an office square footage of approximately 2,314sf, a storage square footage of approximately 91sf and a garage square footage of approximately 1,883sf. 7. Maintenance Yard that will replace the existing maintenance yard currently located in the center of the park. The yard will be enclosed by an eight -foot (8') high masonry screen wall and will provide covered areas for the various types of maintenance equipment. These covered areas will be constructed with stand -seam metal roofs. 8. Paved plaza areas will be provided at the playground entrance, within the playground at the central gathering space, and at the Concession / Restroom building. The plaza areas will provide both seating and landscaping for the park patrons. 9. This phase of development will provide the park with an additional sixty -two (62) standard 9'x 18' parking spaces and five (5) accessible parking spaces. 10. Additional parking will be provided along the north and south sides of the new park road connecting to White Chapel Boulevard. 11. Concrete walks will provide access to all sports fields and will loop throughout the site creating walking trails of varied distances. 12. The existing Southeast Pond will be expanded and modified to incorporate detention /retention measures. The pond will be designed with concrete edge walls and a staged outfall structure similar to the one constructed in the Phase I Development of the park. Five (5) variances are requested with the Site Plan Application. The following are the requested variances: 1. Variance for the entry monument at White Chapel Boulevard within the 30' Building Line. East Property Line at Entry: • Since the entry sign is typically located at the front of a project entry it was determined that the best location would be adjacent to the entry drive approach. The entry monument encroaches upon the building line due to road design /alignment requirements and the existing features of Liberty Gardens. We request that the entry sign located at White Chapel Boulevard be allowed to be constructed within the limits of the 30' building line. Southern Property Line along Lot 2R1 of the L.B.G. Hall Addition: • The area in which the landscape buffer is required is the southern edge of Liberty Garden and is currently a heavily wooded area. We request that the requirement for a landscape buffer along this portion of the park property be excluded. 3. Variance for lighting of the Miracle Field, "60/90" Field, White Chapel Entry Monument and Flags. Metal Halide Lighting at the locations described above: • The existing sports field, tennis court, entry sign and flag lighting at Bicentennial Park is provided with metal halide lighting. We request that the requirement for high - pressure sodium or LED lighting for these areas of the park be excluded. 4. Variance for the use of a parapet roof at the Concession /Restroom Building and the Maintenance Building. Parapet Roof for the Concession /Restroom Buildina and the Maintenance Building: • Parapet roofs at major structures are a part of Bicentennial Park's architectural theme as established in the Bicentennial Park Schematic Master Plan, adopted in February 2007. We request that the requirement for all structures having a 6,000 square feet or less footprint be constructed with a pitched roof be excluded. 5. Variance on the vertical articulation requirements at the Concession /Restroom Building and on the horizontal articulation requirements at the Maintenance Building. Horizontal and Vertical Articulation Reauirements for the Concession /Restroom Buildin . and the Maintenance Building: • The articulation requirements create significant changes to the chosen floor plans and aesthetics of the two buildings. Move pathway and entry monuments away from White Chapel to accommodate decel lane. Should provide safe pedestrian access to and from Trail System connections. Recommend a trail connection from FM 1709 to along east pond (west or east side of pond) near Tennis Center. Pathway from main center parking area does not appear to provide adequate visibility of pedestrians remove trees and provide signage who must cross six different lanes of traffic to get to playground and fields. Remove trees at all crosswalks and provide proper signage. Consider an intersection or other pedestrian safety measures. Provide clear ambulance path of travel to each field. Remove landscaping and hardscape as needed and provide adequate vehicle radii. Recommend revising /removing "iron cross- like" symbol in plaza area near large field. Recommend even —mile looped pathways around ballfields designated. Should provide minimum 4ft (5ft if abuts back of street curb) sidewalks on both sides of all public and private streets consistent with sidewalk ordinance and all State of Texas accessibility requirements. Other informational comments: • Lighting analysis needs to include luminance calculations and review impact of existing fields. • Current TIA should be performed including pedestrian analysis. • Consider moving maintenance shop farther away from property line or placing shop on south side. Also recommend all truck entry on south side of building.
