Honorable Mayor and members of the City Council. Agenda item 41 for Resolution
No. 12 -044 Amending the Fee Schedule is presented to request your approval.
Each year staff reviews the City's fee schedule to ensure fee descriptions and
purposes are clearly delineated, to ensure that fees are assessed to those
individuals and organizations receiving the service, and to ensure the fees charge
provide adequate cost recovery for the services rendered.

This year the majority of our fees remained static; however, the following slides will
outline the few fees that were added or modified. In 2012 the City of Southlake was
approved for reimbursement from Medicare for our Ambulance services. As a
provider Medicare requires proof of service for reimbursement. Transport fees
charged indicate to Medicare that the patient was in fact transferred to an
emergency facility. Without the transport fee the claim for services runs the risk of
being denied as "treatment without transport," which is not a covered claim under
Medicare. Staff is recommending a new fee of $15 per mile. While this amount
may seem high, a detailed survey of communities surrounding Southlake confirmed
that the amount is the market rate for this service.
A second new fee staff is recommending actually falls under the authorization of
Chapter 10, Article IV of the City's Code of Ordinances. Under the provisions of this
article, the City is allowed to charge an administrative fee if a property owner fails to
comply with the code forcing the City to abate whatever nuisance created the
violation. These are items such as cutting high weeds, removing rubbish and so on.
We are recommending a $250 fee to minimize the financial impact on the City.

The last of the fee additions includes building inspection fees for food
establishments which fall under Ordinance #1028 and building inspection fees for
swimming pools, spas and water features which fall under Ordinance #1023. Both
of these ordinances were approved in March of 2012, allowing Tarrant County to
provide the permitting and inspections services outlined in these ordinances.
Tarrant County assesses and collects these fees directly; however, for full
disclosure, adding the fees to our schedule provides assurance to developers,
residents, etc. that the fees may be legitimately charged and collected by Tarrant
County, should they be questioned. Attachment C to the Fee Schedule is included
in your packet and itemizes the services and associated charge.

Section VIII. Fire Services Activities
• After hours fire inspection
• $75
Finally, we are recommending an increase in the after hours fire inspection fee from
$50 to $75. The fee is designed to offset the personnel cost incurred to complete
inspections after normal business hours. An assessment of actual costs warrants
the increase to cover the added expense.
