SUBJECT: Approve SPDC Matching Funds request from The Miracle
League of Southlake to contribute to the construction cost of
the Miracle Field at Bicentennial Park in the amount of $50,000

Requested: City Council consideration and approval of the SPDC
Matching Funds request from The Miracle League of
Southlake to contribute to the construction cost of the
Miracle Field at Bicentennial Park
Background
Information: On July 31, 2012, The Miracle League of Southlake provided
a letter of commitment to participate in the partial cost of the
construction of the Miracle Field at Bicentennial Park. Their
request is for a 100% match of SPDC matching funds in the
amount of $50,000. The total construction cost for the project
is estimated to be approximately $485,000. The Miracle
League of Southlake anticipates additional matching funds
requests will be brought forward for the Miracle Field as
funding is available through their fundraising efforts. The
current request of $50,000 is for a 100% cash match.
The development of a Miracle Field was included in the
Bicentennial Park Schematic Design adopted by the City
Council on February 6, 2007. The development of the
Miracle Field is also included within the proposed
Bicentennial Park Master Plan and Bicentennial Park Phase
2 Site Plan that have been recommended for approval by the
Park Board, SPDC and the Planning & Zoning Commission.
The Park and Recreation Board recommended approval
unanimously (7 -0) of the matching funds request at their
August 22, 2012 meeting.

The Park Board and SPDC recommendations to City Council
were made upon favorable findings based on the viability of
the project per the master plans, the evaluation criteria,
benefit of the project to Southlake citizens and available
funding. Staff has reviewed the project and concluded this
matching funds project meets the evaluation provisions.
A representative from The Miracle League of Southlake may
be present at the meeting to respond to questions from City
Council.
Financial
Considerations: The FY 2012 SPDC Matching Funds Budget available
balance is $264,506. If the Miracle League request of
$50,000 is granted, an unencumbered balance of $214,506
will remain in the Matching Funds budget.
YTD City Council, upon recommendation by SPDC, has
approved matching funds of $92,700 for Southlake Carroll
Lacrosse Association for improvements at North Park.
The matching funds request will partially offset construction
costs of the Miracle Field in Bicentennial Park.

amount of $50,000 at their Board meeting on July 30, 2012.

The Board of Directors of the Miracle League of Southlake petitions The City, under the
Matching Funds Policy as amended and approved by City Council on 20 March 2012, for
a 100 match of a proposed $50,000 cash contribution toward the construction cost of
the Miracle League Field in Phase II of the Bicentennial Park redevelopment.
Please see attached our completed Application Form as prescribed in the above
referenced city policy. We look forward to continuing our efforts to contribute further to
the construction cost of this baseball field and to initiating Miracle League play at this
facility in cooperation with The City.
