Item 4AU CITY OF SOUTHLAK,E TEXAS JOINT CITY COUNCIL AND SPIN STANDING COMMITTEE MEETING MINUTES: AUGUST 14, 2012 LOCATION 1400 Main Street, Southlake, Texas 76092 City Council Chambers CITY COUNCIL PRESENT Mayor John Terrell, Mayor Pro Tern Brandon Bledsoe, Deputy Mayor Pro Tern Pamela Muller and Councilmembers Carolyn Morris, Jeff Wang, and Martin Schelling. CITY COUNCIL ABSENT Council member Zito. SPIN STANDING COMMITTEE PRESENT: Rob Baker, David Alexander, Jeff Medici, Lou Hillman, Vic Awtry, Ray Tremain, Ron Evan, Monique Schill, David Baltimore, Michelle Terry and Kevin O'Brien. SPIN STANDING COMMITTEE ABSENT: Pattie Minder and Mike Terry. STAFF PRESENT City Manager Shana Yelverton, Assistant City Manager Ben Thatcher, Assistant to the City Manager Alison Ortowski, Communication and Website Manager Pilar Schank, and City Secretary Alicia Richardson. 1. CALL TO ORDER Mayor Terrell called the meeting to order at 6:08 p.m. 2. DISCUSS AND CONSIDER RECOMMENDATIONS FOR SOUTHLAKE PROGRAM FOR THE INVOLVEMENT OF NEIGHBORHOODS PROGRAM IMPROVEMENTS Mayor Terrell commented that tonight's meeting will focus on the information prepared by staff to assist with the discussion to identify the future role of SPIN. Mayor Terrell asked a SPIN representative to provide Council with an update on the meeting they conducted on July 10, 2012. Mr. Baker, SPIN #1 Representative, informed Council that seven members of the Standing Committee met to discuss the future role of SPIN. The discussion centered around seven themes: mission, SPIN's role, zones, communication, costs associated with SPIN, frequency of meetings and identifying a successful program. REGULAR CITY COUNCIL MEETING MINUTES, August 21, 2012 Page 1 of 3 Mayor Terrell informed Council and the Standing Committee that they would review the eight roles identified by staff to determine if they should be identified as future roles for the program. 1. Serve as an advisory committee to assist the City in providing a more available form of citizen participation in the affairs of the City. 2. Act in an advisory capacity to City Council and staff in planning and implementing programs and activities involving neighborhoods and addressing citizen concerns. 3. Direct and channel citizen involvement and participation within the City and its government. 4. Provide a common meeting ground for neighbors to come together for the free exchange of ideas on a wide variety of subjects. 5. Act as a mechanism to leverage Southlake's wide array of human resources and establish a public forum that will ensure a permanent, ongoing, community -wide dialogue. 6. Include citizens in governmental problem - solving processes. 7. Foster two -way communication between the City and its citizens as well as broad based participation in neighborhood issues and projects. 8. Provide a forum which fosters open and timely communication between the citizens and city government regarding programs, activities, and issues affecting the quality of life in the community in order to provide positive relations and a stronger sense of community. After much discussion, the consensus of the group was as follows: • Combine Items 1 and 2; • Item 3 is still applicable and will remain as a role for the SPIN program; • Remove Item 4, with the understanding that Council will be notified if there is a need to conduct a Town Hall meeting; • Remove Item 5, with the direction to incorporate leverage and public forum into Item 1; • Remove Item 6, with the direction to incorporate the language into Items 1 or 3; • SPIN Standing Committee to meet and discuss mission statement and forward their recommendation to Council. 3. CITY MANAGER'S REPORT WATER STATUS UPDATE City Manager Shana Yelverton provided an update on the City's water usage and the actions taken by the City to educate the public and enforce the Drought Contingency Ordinance. WEST NILE UPDATE City Manager Shana Yelverton provided an update on the City's efforts to coordinate REGULAR CITY COUNCIL MEETING MINUTES, August 21, 2012 Page 2 of 3 and educate the public on preventing West Nile Virus. 4. CITY COUNCIL REPORTS Mayor Terrell reported on the 2030 Plan and Fiscal Year 2013 City budget. Council member Morris announced there is a new magazine in Southlake named 76092. 5. SPIN NEIGHBORHOOD REPORTS The reports were provided during the regular SPIN meeting. 6.
