Request: Zoning Change and Development Plan from “ECZ”– Employment Center Zoning District to “ECZ” – Employment Center Zoning District Location: Located at the northeast corner of SH 114 and N. White Chapel Boulevard. Aerial View Proposed Regulation Villa Product- Changed the diagrams to reflect the 20’ garage setback (from property line) and 1’ Front Façade Zone. (p. 75) Villa Product- Added text to allow Garages that have entry doors that do not face the rear property line. (p.75, p.99) Villa Product- Corrected the second paragraph and change as follows: (p. 75) Front Façade Zone – A minimum of 25% of any detached product shall be set back at least one foot from the front façade of the building. Applicant has agreed to change the proposed regulation to meet the P&Z Recommendation- 20% must be setback a min. of 2.5’ Correct the note that references roof eave measurement and change as follows: (p. 53; p. 69; p. 79; p. 99) Building heights are measured in accordance with the definition of “height of building” in the adopted City of Southlake Zoning Ordinance, as amended. Proposed Regulation Chateaux Product- Changed the diagrams to correct the Front Façade Zone to 5’. (p. 81; p. 82; p. 83) Villa Product- Removed note “* A minimum of 80% of any building façade in the Village District shall align with the 10 foot minimum setback line.” (p. 99; Section 5.0-Sebacks; EC Edge Village District) Architectural controls at the top of the table should read “Architectural Controls – Residential” (p. 102; Section 7.1) Changed the third sentence under FENCE as follows: (p. 102; Section 7.0-Architectural Form) Cedar fencing shall be stained in a uniform color (medium brown stain) with two-sided design. P&Z RECOMMENDATION August 9, 2012 Approved (6-0)– Subject to the Site Plan Review Summary #2 dated August 1, 2012 with the exception of item #3 of the proposed regulations: Instead of allowing the 2nd paragraph to be changed on page 75 from the façade zone to a minimum of 25% of any detached product that be set back at least 1-ft. from the front façade of the building to the filing. The front façade zone of a minimum 20% of any detached product of the setback shall be at least 2.5-ft. from the front façade of the building. City Council 1st Reading August 21, 2012 Consent, Approved (5-0)– Subject to the Site Plan Review Summary #2 and as recommended by the Planning and Zoning Commission.
