2006-08-22 City of Southlake OFFICML RECORD CITY COUNCIL BUDGET WORK SESSION TOWN HALL, COUNCIL CHAMBERS AUGUST 22, 2006 MINUTES CITY COUNCIL PRESENT: Mayor Andy Wambsganss, Mayor Pro Tem Carolyn Morris, Deputy Mayor Pro Tem John Terrell; Councilmembers: Laura K. Hill, Gregory Jones, Virginia M. Muzyka, and Vernon Stansell. CITY COUNCIL ABSENT: None. STAFF PRESENT: City Manager Shana Yelverton, Assistant City Manager Jim Blagg, Assistant to the City Manager Ben Thatcher, Manager of Technical Services Gary Gregg, Information Systems Technician Sam Cobb, Community Services Director Steve Polasek, Deputy Director of Community Services Chris Tribble, Finance Director Sharen Jackson, Director of Economic Development Greg Last, Director of Human Resources Kevin Hugman, Director of Public Safety Rick Smith, Police Chief Wade Goolsby, Fire Chief Robert Finn, Chief Planner Dennis Killough, Chief Planner Jayashree Narayana, Director of Public Works Robert Price, Deputy Director of Public Works Gordon Mayer, Public Works Operations Manager Chuck Kendrick, Assistant to the Public Works Director Cristina McMurray, Construction Manager Clayton Redinger, and City Secretary Lori Farwell. Agenda Item No. 1. Call to order. Mayor Wambsganss called the work session to order at 3:06 p.m. Agenda Item No. 2. Executive Session. No executive session was necessary. Agenda Item No. 3. Discussion: Fiscal Year 2006 -07 proposed operating budget and Capital Improvement Project budget. City Manager Yelverton made opening comments, reviewed budget priorities and processes, and reviewed priority initiatives. Director Jackson reviewed general fund highlights pertaining to revenue. City Manager Yelverton continued with general fund highlights focusing on expenditures. They also presented information on the utility fund, the special revenue funds, and the Capital Improvement Program. Director Hugman presented information on and answered questions on the compensation and classification plan. Director Price presented information on and answered questions on sanitary sewer systems and roundabouts. He also stated there will work shop with Council on September 5 to address the proposed Drainage Utility System. Director Smith answered questions regarding the School Resource Officer program. Council discussed potential uses of the Hotel Occupancy Tax. Fire Chief Finn addressed questions regarding the proposed new fire truck.
