PROJECT: Site Plan for Carroll ISD Administration Building
EXECUTIVE
SUMMARY: Carroll Independent School District is requesting approval of a Site Plan for
improvements to the Carroll ISD Administration Building on property described as Lot
1, Block 1, Carroll ISD Addition No. 3, an addition to the City of Southlake, Tarrant
County, Texas and located at 1101 E. Dove Rd., Southlake, Texas. Current Zoning:
CS Community Service District. SPIN Neighborhood # 2.
REQUEST
DETAILS: The applicant is proposing various improvements to the former Carroll ISD Middle
School to convert the building into the Carroll ISD Administration Building:
1) A vestibule added to the main entry between the existing front doors and canopy;
2) A service yard with driveway next to an existing building at the western side of the
property;
3) A canopy from the front of the building to the parking lot;
4) A driveway at the east side of the building to access a proposed loading dock. The
loading dock is to be screened with a masonry wall approximately 13' 4" in height;
5) A canopy from the rear of building extending to the rear parking lot.
At the direction of the Planning and Zoning Commission at their meeting on August 9,
1 2012, the site plan and landscape plan have been revised to show mitigation of the
four protected trees that are being removed. The driveway connection to the proposed
loading dock has been relocated slightly to the east to save an 8" Red Oak and to
avoid a storm drain. A 6" Red Oak is in the revised driveway location. The four
protected trees total twenty -six (26) caliper inches. Five (5) 3" caliper Live Oaks and
Five (5) 3" caliper Cedar Elms totaling thirty (30) caliper inches are shown on the plan
to mitigate the four protected trees and to replace a 5" caliper Cedar Elm that is not a
protected tree, but which must be replaced as a landscape tree.
VARIANCE
REQUEST: Zoning Ordinance No. 480, Section 39.6 states that where a non - residential use abuts
a residentially zoned lot or lot having an occupied residential dwelling, a solid fence
meeting the material standards of Section 39.2(b) shall be erected along the side and
rear property lines abutting said residential lot or dwelling to a height of eight (8) feet.
The applicant is requesting a variance to this requirement.

Council on August 17, 1999.
- A plat showing for Lot 1, Block 1, Carroll ISD Addition No. 3 was approved
August 7, 2000.

BOARD REVIEW: The applicant opted to forego a SPIN meeting for this development.
TREE PRESERVATION: Four protected trees totaling twenty -six (26) caliper inches and one 5"
caliper landscape tree are shown to be removed in the area of the
proposed loading dock and connecting driveway. Five 3" caliper Live Oaks
and five 3" caliper Cedar Elms totaling thirty (30) caliper inches are shown
on the landscape plan as mitigation for the four protected trees and to
replace the 5" caliper landscape tree.

COMMISSION ACTION: August 9, 2012; Approved 6 -0) subject to Site Plan Review Summary No. 2
dated August 2, 2012 with the condition that the applicant meet and /or exceed
all current tree preservation ordinances.
