The office will be approximately 2,059 square feet and the warehouse area will be approximately 3, 876 square feet. SPIN Neighborhood #8. A minimum 5 foot sidewalk is required along Exchange Blvd and S. Nolen Dr. by both Zoning Ordinance and the Subdivision Ordinance. The applicant is requesting a variance to the required sidewalks. Because the sidewalk is required by both the Zoning Ordinance, for which variance authority is given to the Board of Adjustment and the Subdivision Ordinance, for which variance authority is given to City Council, a variance is needed from both the Board of Case No. ZAl2 -053 Adjustment and the City Council. The Board of Adjustment granted a variance to the sidewalk required by Section 33.19, of the Zoning Ordinance No. 480, as amended on July 12, 2012. The building will be leased to Colt Aviation l_tC (also owned by The DRS Group) for the purpose of warehousing, sales, and distribution of aviation parts. At no time will Colt Aviation perform any manufacturing, or repairs of any parts. Colt does not use any manufacturing processes of any kind, nor do we engage in the storage of chemicals, fuel or any combustible materials. The materials in the warehouse will consist primarily of aircraft engine components and accessories (valves, pumps, starters etc). Virtually all inventory is metal and made to withstand extremely high ambient temperatures, and is not readily combustible, Colt Aviation does its own packaging, and therefore we have various quantities and sizes of commercial boxes on site, stored off the ground in racks and /or containers. The average package size is small (well under 100 pounds) and both shipments and deliveries are almost always made via UPS or Fed Ex. The business is family awned, and has only 4 employees, although expansion to 6 employees is envisioned over the next 2 years. Our largest customers are international (Australia and the UK) and we do not sell any products "over the counter" or retail. Thus our average visitor rate for traffic purposes is less than 1 person per day (excluding daily UPS /FedEx deliveries). Colt Aviation has been in operation at 2211 E. Continental Blvd. suite 190 for over 5 years without any city violations of any kind during this period. They did recommend I escrow funds for future sidewalk construction. I do not agree that a sidewalk is necessary at this location. It is a sidewalk to nowhere and the ZBA ruled No Sidewalk. (ZBA625, July 12, 2012) • Where are you located now? o Next to Elite Pet Suites on Continental. We are leasing multiple buildings because we need more space. This new location will enable us to have everything in one building and improve efficiency. • You said you supply to military and commercial aviation? o Yes • What kind of products? o Engine parts; pumps, valves, starters, etc. • Do you do any repair work? o No • Most all of our business is for foreign international — Australian military • How long have you been in this business? o 6 years • Is someone manning the office 24/7? o No, but we can be reached easily and have the capability to work from home. GENERAL COMMENTS: 1. This review is preliminary. Additional requirements may be necessary with the review of construction plans. 2. A ROW permit shall be obtained from the Public Works Operations Department for connections with the City's sewer, water or storm drain inlets. Contact Public Works Operations at (817) 748 -8082. 3. Provide preliminary water, sewer, drainage and grading plans for this development. 4. Show proposed sidewalks on both sides of proposed street. See Master Pathways Plan. 5. Show the curb return radius for the proposed drive. The curb return radius for driveways must be 30' minimum F -F. 6. All fire lane radii must be 30' minimum. 7. Show the dimensions for the proposed drive. The driveway Ordinance No. 634 allows 40' maximum width for commercial driveways. 8. Show and label the distance between Exchange Blvd. and the proposed drive. 9. Street intersections must comply with TDLR /ADA accessibility standards. Turnaround radii must conform to fire department standards of 50' min. Sight distances will be required to conform to AASHTO guidelines on adjacent collectors and arterials. Use the City of Southlake GPS monuments whenever possible. EASEMENTS: 1. Provide all necessary easements for water, sanitary sewer and drainage. Easements shall be 15' minimum and located on one lot — not centered on the property line. A 20' easement is required if both storm sewer and sanitary sewer will be located within the easement. Water and sewer lines cannot cross property lines without being in a public easement or in the ROW. All waterlines in easements or ROW must be constructed to City standards. Case No. Attachment E ZAl2 -053 Page 3 WATER COMMENTS: The water meters must be located in an easement or right -of -way. Minimum easement width for utilities along the rear is 30 ". The fire lines need to be separate from the service lines and irrigation lines. SANITARY SEWER COMMENTS: 1. All sanitary service lines must connect to a public sanitary system line that is built to City standards. All sewer lines in easements or ROW must be constructed to City standards. DRAINAGE COMMENTS: 1. Submit a preliminary drainage plan. 2. Provide a grading plan which includes drainage arrows and 2' contours. Contours may be obtained from the City of Southlake. 3. Documentation supporting and certifying that detention is not necessary will be required prior to approval of construction plans. 4. Calculations will be required to verify that the street and the proposed curb inlets will be able to handle the volume of storm water at proposed conditions. All storm sewers collecting runoff from the public street shall be RCP. The discharge of post development runoff must have no adverse impact on downstream properties and meet the provisions of Ordinance # 605. INFORMATIONAL COMMENTS: Submit 4 copies of the civil construction plans (22" x 34" full size sheets) and a completed Construction Plan Checklist as part of the first submittal for review directly to the Public Works Administration Department. A separate building permit is required prior to construction of any signs. All mechanical equipment must be screened of view right -of -ways and residential properties in accordance with the Zoning Ordinance No. 480, as amended. All lighting must comply with the Lighting Ordinance No. 693, as amended. All development must comply with the Drainage Ordinance No. 605 and the Erosion and Sediment Control Ordinance No. 946, as amended. It appears that this property lies within the 65 or 75 LDN D /FW Regional Airport Overlay Zone and will require construction standards that meet requirements of the Airport Compatible Land Use Zoning Ordinance No. 479. Development must comply with all requirements in Zoning Ordinance No. 480, Section 43, Overlay Zones.
