EXECUTIVE
SUMMARY: Jacobs Engineering Group, Inc. on behalf of Hines Southlake Land L.P. is requesting
a Zoning Change and Development Plan for Carillon on property described as Tracts
3 and 4A1, A. Chivers Survey Abstract No. 299, Tracts 1, 2, 3A, 3A1, 3A3, 3A4, 3A4A,
3A5, 3B and 3132 L. Chivers Survey Abstract No. 300, Lots 1 and 2, Block 1, Carillon
Offsite Infrastructure & Children's Medical Center, and Carillon Phase 1A, City of
Southlake, Tarrant County, Texas located mainly north of State Hwy. 114 between N.
White Chapel Blvd. and N. Carroll Ave. and south of Estes Park subdivision in
Southlake, Texas. Current Zoning: ECZ — Employment Center Zoning District.
Requested Zoning: ECZ —Employment Center Zoning District. SPIN Neighborhood #

REQUEST
DETAILS: The purpose of this request is to seek approval of a Zoning Change and Development
Plan to amend some of the development regulations for residential development in
Carillon concerning Building Standards and Architectural Controls in the EC Edge
Village District and the EC Neighborhood Chateaux District as proposed by the
following:
• Changed the diagrams to reflect the 20' garage setback (from property line) and 1'
Front Fagade Zone. (p. 75)
• Added text to allow Garages that have entry doors that do not face the rear
property line. (p.75, p.99)
• Corrected the second paragraph and change as follows: (p. 75) Front Fagade
Zone — A minimum of 25% of any detached product shall be set back at least one
foot from the front fagade of the building.
• Correct the note that references roof eave measurement and change as follows:
(p. 53; p. 69; p. 79; p. 99) Building heights are measured in accordance with the
definition of "height of building" in the adopted City of Southlake Zoning Ordinance,
as amended.
• Changed the diagrams to correct the Front Fagade Zone to 5'. (p. 81; p. 82; p. 83)
• Removed note "* A minimum of 80% of any building fagade in the Village District
shall align with the 10 foot minimum setback line." (p. 99; Section 5.0- Sebacks; EC
Edge Village District)
• Architectural controls at the top of the table should read "Architectural Controls —
Residential" (p. 102; Section 7.1)
• Changed the third sentence under FENCE as follows: (p. 102; Section 7.0-
Architectural Form) Cedar fencing shall be stained in a uniform color (medium

development on November 18, 2008.

The underlying land use designation is Mixed Use and the proposed
development is consistent with the designated land use
P &Z RECOMMENDATION: On August, 9 2012 the Planning and Zoning Commission voted to approve the
request (6 -0), subject to the Site Plan Review Summary #2 dated August 1,
2012 with the exception of item #3 of the proposed regulations: Instead of
allowing the 2nd paragraph to be changed on page 75 from the fagade zone to
a minimum of 25% of any detached product that be set back at least 1 -ft. from
the front fagade of the building to the filing. The front fagade zone of a
minimum 20% of any detached product of the setback shall be at least 2.5 -ft.
from the front fagade of the building.
STAFF COMMENTS: Development Plan Review Summary No. 2 dated November 12, 2008 is
attached.

Add SUP requirement for any grocery store within 300 feet of Kirkwood Boulevard to the use table, as noted in
"Development Plan Changes" note 25.
Staff recommends amending the table on Pg. 99 under "Garages" to allow for a garage that does not have entry
doors facing the rear property line. Add any language needed on Pg. 75 to the diagrams to accurately reflect
this change.
Recommend changing height measurement to "height shall be measured in accordance with the definition of
"height of building" in the adopted City of Southlake Zoning Ordinance, as amended.
4. Provide applications and fee for a zoning change and development plan. An application for the development
plan is needed along with the fee of $6,100 application.
The diagrams on Pg. 75 need to be more accurately scaled to the dimension the proposed for the change in the
Front Facade Zone.
The fencing requirements on Pg. 102 were revised only underthe "EC Edge" district. Please reflectthe change
in the table to change the language under the "EC Neighborhood" district if that is the intent.
Informational Comments:
Staff recommends that the minimum lot width for the "Villa A" product to remain at 45' instead of the proposed
47'. The current 45' lot width would allow for greater flexibility in making lot line adjustments if an error is made
in a zero lot line product.
