This is Candice Edmondson and I will be presenting Item 4E — the Southlake Sister City /Friendship City Policy Background • Southlake Sister Cities established in 1991 • Promotes global understanding, friendship and communication through education and exchange opportunities • Acts as the official liaison between Southlake and its sister cities and friendship cities Southlake Sister Cities was established in 1991 with the goal to promote global understanding, friendship and communication through education and exchange opportunities. The organization also acts as the official liaison between the City of Southlake and its sister cities and friendship cities. Ir Background Current foreign partnerships include: Sister Cities Friendship Cities Tome City, Japan El Fuerte, Mexico 41-- Suzhou, China Currently, Southlake has three foreign partnerships......... Tome City, Japan; El Fuerte, Mexico and Suzhou, China. 3 Policy Components I. Statement of Purpose • Formalize process for considering and maintaining sister city and friendship city relationships II. Establishing New Relationships • Southlake Sister Cities (SSC) or other community members identify regions or countries • SSC submits a proposal for each region /country • City Council approval ==� SSC identifies potential sister /friendship cities On the next few slides I am going to walk through the components of the policy: Section I outlines the purpose of the policy which is to formalize the process by which the City of Southlake and Southlake Sister Cities work together to consider new sister city and friendship city relationships and maintain current relationships. Section II describes the process for establishing new sister city and friendship city relationships. • Southlake Sister Cities, or other community members, may identify regions or countries for possible exchange programs • SSC will then submit a formal proposal for each region or country to the Community Services Department for City Council consideration • Proposals will include: • a narrative describing the country and why it would make a strong sister city or friendship city relationship with Southlake • a plan for developing the relationship M and any potential sources of funding and fundraising plans to help support the new relationship If City Council approves of the regions or countries, SSC will then identify potential sister cities or friendship cities and contact them about initiating an exchange program M Policy Components II. Establishing New Relationships • SSC recommends 1 -2 potential sister city /friendship city candidates • City Council approval =m + delegates visit cities • Select one city and execute agreement • Based on feedback from each country, SSC will select 1 -2 potential sister city or friendship city candidates and make recommendations to the City Council • Upon City Council approval, delegates will visit each city. Delegates may include SSC members, Council members, city staff or other members of the community • One city will be selected and Southlake Sister Cities will present the official sister city or friendship city agreement to City Council for approval. SSC will also send the official agreement to the foreign city for approval. 5 Policy Components III. Dissolving Relationships A. Both cities want to continue relationship 4 3 Work on building relationship B. One city wants to continue relationship •3 Place relationship in "Emeritus Status" •Z• Dissolve the relationship C. Neither city wants to continue relationship 3 Dissolve the relationship Section III describes the process for dissolving current sister city or friendship city relationships. When deciding to change the status of a sister city or friendship city relationship there are several options to consider: • If there has been a period of inactivity, but both cities want to continue the relationship, then steps should be taken to build the relationship • If one city wants to continue the relationship, but the other city does not want to continue activity at this time then the cities need to decide if they want to place the relationship in "emeritus status" (on hold) or dissolve the relationship completely. Placing a relationship in emeritus status shows that the two cities are still sister cities or friendship cities, but are currently inactive. • If neither city wants to continue the relationship, then the relationship should be dissolved. Changing the status of a current sister city or friendship city relationship is a formal process and requires written notification from the Mayor of Southlake to the Mayor A of the foreign city. Written notification should also be sent to Sister Cities International informing them of any changes in sister city or friendship city relationships.
