Blagg, Assistant City Manager /Director of Public Safety 4D -1 Subject: Approve permit to allow art gallery reception February 17, 2013 and an art exhibit, "Winter Arts in Town Hall," February 17 -April 28, 2013, in the Town Hall lobby Action Requested: City Council approval of a permit to hold an art gallery reception on Sunday, February 17, 2013, 3 -5:00 p.m. in conjunction with the annual Art In The Square festival, and to display the "Winter Arts in Town Hall" exhibit February 17 through April 28, 2013 in Town Hall lobby. Background Information: Permits for displays and performances in City facilities must be reviewed and recommended by the Southlake Arts Council and approved by City Council. The attached permit is submitted by the Southlake Arts Council, APEX Arts League, Art in the Square organization and Southlake Public Library. If approved, the gallery reception on February 17 is a kick -off event for the annual Art In the Square festival and will follow the same format and layout used for the previous receptions. The program will include brief speeches by event sponsors, recognition of the artists, entertainment and refreshments. City staff is coordinating the event with Southlake Arts Council and will be present during the reception on Sunday afternoon. If approved, the exhibit, "Winter Arts in Town Hall," will feature art pieces by local and regional artists, selected by the Southlake Arts Council from submittals in response to a Call to Artist. The exhibit will require less than 30% of the lobby wall space. The art will be hung on the walls using the same gallery hanging system used for previous exhibits. The pieces will be placed based on size of the piece and aesthetic concerns related to color and composition. The exhibition is not a fundraising event. The artist or their representation cannot actively solicit the sales of art other than passively indicating the artists' contact information on the artwork. Strategic Link: This Permit is linked to the City Council Focus Areas of Quality Development and Partnerships and Volunteerism. It addresses the corporate objectives of providing attractive and unique spaces for enjoyment of personal interests and providing opportunities for partnerships and volunteer involvement.
