2012-06-12 CITY OF SOUTHLAKE Senior Advisory Commission Meeting: June 12, 2012 LOCATION: Southlake Senior Activities Center 307 Parkwood Dr Southlake, Texas Members Present: Chair David Baltimore, Vice Chair Dick McCauley, Secretary Nancy Sporn; SAC members Jean Boland, Charlie Boyd, Pat Burnett, Marge Kyle and Jeanette Gossage Commission Members Absent: Beverly Blake Staff Members Present: Kari Happold, Deputy Director of Community Services and Nancy Brown, Senior Services Coordinator Guests: Matt Jack, Community Outreach and Jason Simon, Constituent Services, representatives from Congressman Kenny Marchant Office Liaisons: MMOW representative Darla Fowler, Southlake Steering Committee representative Bernie McCauley, and CARS chairman Neal Perkins Agenda Item No. 1. CaII to Order — The meeting was called to order by Chairman Baltimore at 1:10 p.m. Agenda Item No. 2. Discussion A. Guest Presentation — Matt Jack, Community Outreach and Jason Simon, Constituent Services, representatives from Congressman Kenny Marchant's Office addressed the Commission about possible changes in health care and Medicare and responded to Commission questions. The Commission would like to have the representatives to return as SAC guests following the Court's decision on health care. B. Senior Advisory Commission Bylaws — SAC members Sporn and Boland will review the Bylaws that were approved in March 2010 and bring suggestions for changes back for the Commission to make a recommendation at a future meeting. Reports A. Senior Center Coordinator — Senior Services Coordinator Nancy Brown briefed the Commission about new initiatives such as Senior Support Southlake to support local merchants. Due to the recent resignation of the bus driver, some field trips had to be rescheduled. Senior Center rosters are to be updated and may include a picture of the member. B. Metroport Meals on Wheels Report — MMOW report was distributed and MMOW representative Darla Fowler provided and update on attendance and events. Total attendance for May was slightly less than attendance for the same period in 2011. C. CARS Report — April CARS report was distributed and CARS chairman Neal Perkins commented about ridership. CARS has lost 2 daily riders and there are some vacancies on the CARS board. D. Southlake Steering Committee — A report was given by Committee liaison Bernie McCauley. Subjects included the Christmas in July, dance lessons, R.O.M.E.O's trip and bridge lessons. E. Southlake Senior Funding, Inc. — Dick McCauley reported on recent SSFI activities. SSFI has met with some consultants and the mayor and it was decided it would be best not to proceed with the consultants at this time. A proposed voter referendum was mentioned as well as funding options for a multi - purpose facility. It is estimated that a facility could cost approximately $30M. Mayor Terrell may address these issues at the June 26 senior center luncheon. F. City Manager's Office & Community Services — Communications & Website Manager Pilar Schank provided a report. Phase I of the FM 1938 to SH 114 project is anticipated to be connected to Randol Mill late this summer. The DFW Connector is a year ahead of schedule. August 24 will be Southlake Night at Rangers Ball Park and tickets are available in the Community Services Department. Southlake's annual Stars & Stripes event will be held July 3. The north site DPS training facility is expected to be completed at the end of 2013. There will be no city council meeting during July. G. Senior Advisory Commission Report to Council — The next written SAC report to City Council will be August 7, 2012. SAC will preview the report prior to it being presented to City Council. H. Guest Schedule — Director of Public Works Bob Price is scheduled as the guest speaker at the July 10 SAC meeting. Agenda Item No. 3A. Consent: Approval of the minutes from the regular Senior Advisory Commission Meeting May 8, 2012 A motion was made to approve minutes as presented. Motion: Boland Second: Boyd Ayes: Baltimore, McCauley, Sporn, Boland, Boyd, Burnett, Kyle and Gossage Nays: None Abstain: None Vote: 8 -0 Motion Carried. Agenda Item No. 4. Public Forum — No one was present to address the Commission during Public Forum. Agenda Item No. 5. Consider — There were no items on the agenda. Following City Council appointments to the Senior Advisory Commission in October, new officers will be elected to fill positions of chair, vice -chair and secretary. If storage is available that has coverage, the bus may be parked at the public works facility. Agenda Item No. 6.Adiournment.
