EXECUTIVE
SUMMARY: On behalf of Hines Southlake Land L.P., Jacobs Engineering Group, Inc. is requesting
approval of a Plat Revision for Carillon Phase 1 A on property described as a portion of
Carillon Phase 1A an addition to the City of Southlake, Tarrant County Texas and
generally located at the southeast intersection of E. Kirkwood Boulevard and Riviera
Lane, Southlake, Texas. Current Zoning "ECZ" Employment Center Zoning District.
REQUEST: Jacobs Engineering Group, Inc. is requesting approval of a plat revision for a portion of
Carillon Phase 1A to reduce the width of the private maintenance, drainage, access,
wall maintenance and aerial overhang easements for zero setback lots and to abandon
the maintenance /access easement on lots which will no longer require the easement
due to the homes on designated lots being set at a minimum of five (5) feet off the side
property line rather than on the property line (zero setback). The proposed plat revision
is for the Villa product portion of Carillon which are all minimum zero (0) side yard
setback lots. Each zero lot shown on the plat has designated the lot line for which the
zero setback wall of the home will be placed by using a triangle symbol. A
maintenance access easement is dedicated within the lot adjacent to the zero lot
owner to allow them access to maintain the wall and other portions of the structure.
The current plat designated the width of this easement as six (6) feet on Villa `A'
products and ten (10) feet on Villa `B' and `C' products. This easement is equal in
width to the minimum building separation that is required for each product type. The
width of this easement prevents installation of accessories on the lot, in particular
small pools which can otherwise be places within five (5) feet of the property line. A
five (5) foot maintenance and access easement is adequate to allow owner to access
and maintain their wall and other structures.
Lots 1 -12 in Block 20, which are the Type A villas, have a six (6) foot building
separation and easement and the remainder of the Lots in Phase 1A (Type `C') have a
ten (10) foot building separation and easement. The proposed plat revision (see page
2 of Attachment C) shows a six (6) foot building separation and five (5) foot easements
adjacent to the zero setback lot lines on Block 20, Lots 1 R-1 2R and a ten (10) foot
building separation and five (5) foot easements adjacent to the zero setback lot lines
on Block 16, Lots 21 R -23R, Block 20, Lots 13R -21 R and 29R, Block 21, Lots 1 R -9R
and Block 22, Lots 1 R -3R.
Block 19, Lots 6R -13R and Block 20, Lots 22R -28R show a ten (10) foot building
separation with five (5) foot setbacks on both sides of the side lot line. These lots will
no longer need the private maintenance, drainage, access, wall maintenance and

BACKGROUND INFORMATION

LEGAL DESCRIPTION: A portion of Carillon Phase 1A
LAND USE CATEGORY: Mixed Use
CURRENT ZONING: "ECZ" Employment Center Zoning District
HISTORY: -The City Council approved a zoning change request and concept plan to "NR-
PUD" on May 20, 1997.
-The City Council approved a zoning change and concept plan on December
18, 2001, requiring a 300' setback on Carroll Avenue, subject to City Council
discretion. The purpose of the zoning change and concept plan was to
incorporate newly acquired tracts of land into the existing "NR -PUD ", revise
parcel boundaries and permitted uses within the district
- The City Council approved "ECZ" Employment Center Zoning District and a
development plan on November 18, 2008.
- The City Council approved a Preliminary Plat for all residential phases of
Carillon on May 5, 2009.
-A revised preliminary plat (ZA10 -006) for Phase 1 -A to revise the geometric
shape of the open space /public park land located along the north boundary of
E. Kirkwood Boulevard and to eliminate a street that was to connect E.
Kirkwood Boulevard to St Tropez between Lots 4 and 5, Block 24 was
approved April 20, 2010.
-A final plat (ZA09 -073) for Phase 1 -A showing ninety -four residential lots was
approved April 22, 2010.
-A revised preliminary plat (ZA10 -025) for a portion of Carillon Corporate and
Residential Districts including one (1) ten acre lot from the Corporate District
for the Children's Hospital site, twenty (20) residential lots from a portion of
Phase III and three (3) open space lots, in all being approximately 25 acres,
was approved May 4, 2010.
-A final plat (ZAl2 -029) for Phase 2A -1 showing thirty -five (35) residential lots,
three (3) public open space lots and one (1) private open space lot was
approved May 3, 2012.
-A final plat (ZAl2 -032) for Phase 2A -2 showing nine (9) residential lots was
approved May 3, 2012.

The following should be informational comments only
It appears this property lies within the 65 'LDN D /FW Regional Airport Overlay Zone, requiring
construction standards in compliance with the Airport Compatible Land Use Zoning Ordinance No.
479. Additionally, the Avigation Easement and Release shown in Appendix 3 of the Subdivision
Ordinance No. 483 must be executed on subsequent Plats to be filed in the County Plat Records.
Upon submission of the plat for filing in the County, two intervisible boundary corners of the site must
be geo- referenced by state plane coordinates in accordance with section 8.03(B) of the Subdivision
Ordinance No. 483 and shown on the final plat, and prior to acceptance of the subdivision by the City,
a digital computer file of the subdivision must be provided in accordance with Section 8.04 of
Ordinance No. 483.
Please ensure that grading in areas of existing trees that are proposed to be preserved is limited
to the outskirts of the critical- root -zone areas of the trees intended to be preserved. Also ensure
that the drainage of the areas is not compromised by any grading around the areas. Please be
aware that all existing trees shown to be preserved on the City Council approved Tree
Conservation Analysis /Tree Conservation Plan must be preserved and protected during all phases
and construction of the development. Alteration or removal of any of the existing trees shown to be
preserved on the approved Tree Conservation Analysis /Tree Conservation Plan is a violation of
the Tree Preservation Ordinance and the zoning as approved by the Southlake City Council.

Please submit a revised blueline "check print" prior to submitting blackline mylars with original
signatures for recording in the County Plat Records.
Original signatures and seals will be required three blackline mylars prior to filing the plat. Also
required are two sets of owner's dedications and notaries (8.5" x 11" or 14" paper) with original
signatures and seals on each. Mylars will not be accepted if any erasures or original ink, other than
signatures or seals, appear on the plat.
A "Certificate of Taxes Paid" indicating that there are no delinquent taxes owed on the subject property
from each taxing authority must be provided to the City prior to filing this plat in the County records. A
copy of this information may be obtained from the Tarrant county Tax Assessor /Collector's Office
located at 100 E. Weatherford St. in Ft. Worth (across from the old red courthouse). There is a service
