G. Allen No. 18 Addition, an addition to the City of Southlake, Tarrant County, Texas and located at 2701 W. Southlake Blvd., Southlake, Texas. Current Zoning: CS - Community Service District. SPIN Neighborhood # 11. Lakeside Presbyterian Church is requesting approval of a site plan to add twenty -eight (28) parking spaces along the existing driveway in front of the church. At the request of the Planning and Zoning Commission at their meeting on June 7, 2012, the applicant has added a parking lot island at the end of the existing parking on the west driveway and as a result, reduced the number of added parking spaces shown on the plan from thirty (30) spaces to twenty -eight (28) spaces for a total of ninety -seven (97) spaces. The applicant has also provided a list of proposed plant materials for the parking lot islands. Allen No. 18 Addition r171C•7L•Y�iile rl 71C•7 "CS" Community Service District HISTORY: -A zoning change and concept plan (ZA94 -118) from "AG" Agricultural District to "CS" Community Service District was approved by City Council on December 6, 1994. -A site plan (ZA05 -035) for Lakeside Presbyterian Church was approved by City Council on June 7, 2005. -A plat showing (ZA05 -089) for Lot 13, J. G. Allen No. 18 Addition was filed December 9, 2005. -An amended plat (ZA08 -090) for Lot 13R, J. G. Allen No. 18 Addition was filed on September 19, 2008. PATHWAYS PLAN: The 2025 Pathways Plan shows an 8' multi -use trail crossing the southern portion of the property. A 5' sidewalk is required along all public streets for all developments requiring a City Council approved site plan. The City Engineer has determined that the scope of the development is not roughly proportional to the requirements for the construction of the multi -use trail and sidewalk. TREE PRESERVATION: The 11" Blackjack Oak in the parking landscape median on the northwest side of the property is a tree that was designated to be preserved during the previous Site Plan approval. If the tree dies from the construction of the proposed parking addition, it will be required to be mitigated in accordance with the regulations of the Tree Preservation Ordinance 585 -D. CITIZEN INPUT/ BOARD REVIEW: A SPIN meeting for this project was held June 11, 2012 at 8:00 p.m. The report from that meeting is PLANNING AND ZONING COMMISSION ACTION: June 7, 2012; Approved (4 -1) subject to the applicant's willingness to put a landscaped island at the beginning of the new parking spaces on the west side of the property and subject to Site Plan Review Summary No. 1, dated June 1, 2012. Development Details • Lakeside Presbyterian Church is requesting approval of a site plan to add thirty (30) parking spaces along the existing driveway in front of the church. • The applicant stated that in 2008, the church had an estimated 105 members and 70 parking spaces; over the last four years„ membership has grown to about 175. Additional parking is needed to accommodate the growth. The "NO" vote we received was because we did not have a SPIN meeting prior to the P&Z meeting. ■ A very lengthy discussion took place regarding the activity between the church and the contractor who was awarded the bid for the project. City permits were not obtained properly. The necessity of a site plan approval came after -the -fact. Large amounts of cement and dirt had already been removed from the site. Consequently, the entrance to the church looks pretty tore up and unfinished. What about a stub out at Watermere with future development so there could be a connection? o We can look at the possibility of that.. it would be nice to have Watermere residents join our service. We have a few that are already attending. • What about the contractor who didn't follow the permitting process? Are they helping you resolve this problem? o They have stated that as soon as we gain approval, they will work diligently to get the job done and place high priority on our site. If the tree dies from the construction of the proposed parking addition, it will be required to be mitigated in accordance with the regulations of the Tree Preservation Ordinance 585 -D. LANDSCAPE COMMENTS: The applicant is providing the required parking lot landscape area at each end of the proposed parking spaces and within the line of parking spaces. In order to reduce the effects of construction on the 11" Blackjack Oak it is recommended that only mulch be placed within the landscape median with the tree. The other required parking lot landscape areas will be required to have the required canopy or accent trees along with the required shrubs, ground cover, or ornamental grasses. Planting Requirements: Each individual parking lot landscape island shall contain a minimum of one (1) canopy tree with the remaining area in shrubs, ground cover, ornamental grasses, or seasonal color. Parking lot landscape islands which have light poles for lighting the parking areas may substitute two (2) understory /accent trees for the required canopy tree. All required landscape areas shall be evenly distributed throughout the entire required parking lot landscape areas. No review of proposed signs is intended with this site plan. A separate building permit is required prior to construction of any signs. All mechanical equipment must be screened of view right -of -ways and residential properties in accordance with the Zoning Ordinance No. 480, as amended. All lighting must comply with the Lighting Ordinance No. 693, as amended. All development must comply with the Drainage Ordinance No. 605 and the Erosion and Sediment Control Ordinance No. 946, as amended. Development must comply with all requirements in Zoning Ordinance No. 480, Section 43, Overlay Zones. The applicant should be aware that prior to issuance of a building permit a Plat must be processed and filed in the County Plat Records, a fully corrected site plan, landscape plan, irrigation plan, and building plans, must be submitted for approval and all required fees must be paid. This may include but not be limited to the following fees: Park Fee, Perimeter Street Fee, Water & Sewer Impact and Tap Fees, and related Permit Fees.
