13 SOUTHLAI<,.,E CITY OF Department of Planning & Development Services STAFF REPORT June 13, 2012 CASE NO: SV12 -011 PROJECT: Sign Variance for Bonefish Grill Restaurant REQUEST: Carroll / 1709, Ltd. is requesting a variance to the Shops of Southlake Master Sign Plan requirements for maximum letter and maximum logo height; and a variance to Sign Ordinance No. 704 -F for the placement of an attached sign. The applicant is proposing identical signage for the north and south elevations. The letter and logo height proposed exceeds the Shops of Southlake Master Sign Plan as well as Sign Ordinance 704 -F. The proposed sign for the west elevation also exceeds maximum letter height allowed for Bonefish. The text for Grill is under allowable maximums. The proposed west elevation sign is also shown aligned to the left of the single plane facade which is not allowed by Sign Ordinance 704 -F. PROPERTY SITUATION: The property is located west of 1221 E. Southlake Boulevard. HISTORY: There is no prior history for signage at this location, however, the following is a listing of the history for The Shops of Southlake and the inclusion of a restaurant on this corner, otherwise known as Building A3: - A rezoning and concept plan for "S -P -2" zoning was approved in May of 1996. - A revised concept plan was proposed in 1999 and deemed to be inconsistent with the "S -P -2" zoning by the Southlake Zoning Board of Adjustments. - City Council approved a change of zoning and concept plan to "S -P- 2" Generalized Site Plan District on May 17, 2005. - A preliminary plat was also approved by City Council on May 17, 2005. - A Final Plat was approved in September 2005. - A site plan was approved in October 2005 for the majority of the site - Building A3 was approved in February 2006. Enforcement of the sign regulations creates an unnecessary hardship on the applicant. Complying with all requirements of the sign ordinance creates a hardship for the restaurant to maintain their national sign identification. Bonefish Grill is located currently in twenty eight states. It is important to maintain consistency in their signage for advertising, brand image, and customer recognition. 2. That the situation causing unnecessary hardship or practical difficulty is unique to the affected property and is not self imposed. The trademark signage for Bonefish Grill utilizes a Back ground tablet with foam letters and a fish logo on it. The BONEFISH GRILL letters are 21'/" tall in order with a 28 %:" tall fish logo. This is minor considering the background size. The letters and fish are indirectly illuminated and not internally illuminated. The tablet sign as shown on the south wall and north wall are centered on the fagade they are mounted to. Any reduction in size of copy would create the entire sign to reduce proportionally which in turn would make for the sign to look to small for the wall it is affixed to. The proposed channel letter sign is 24" BONEFISH letters with 12" GRILL copy. The GRILL copy is propionate to the BONEFISH copy and is below the allowable 18" copy size. The channel letter sign shown on the west wall left justified over the canopy. Any reduction in size to this sign will cause the visibility of this sign to be difficult. This will also reduce the size of the word GRILL making it virtually illegible on the wall. This sign is crucial for visibility from the corner and multiple street frontages. This sign is competing for visibility with the existing large multi tenant sign at the corner in front of the Bonefish Grill building. We are not requesting any additional sign quantity over beyond the three signs that are allowed. 3. That the variance will not injure and will wholly compatible with the use and permitted development of adjacent properties. The variance will not affect adjacent properties and is compatible with other tenants within in this project and Southlake Town Square. A successful restaurant will only help the adjacent properties. 4. The variance will be in harmony with the spirit and purpose of the sign ordinance. The proposed signage is well designed, aesthetically pleasing, and in context with the building architecture, in no way could be considered 'visual clutter ".
