Requested: Approve an Interlocal Agreement with the Cities of
Keller and Colleyville for the Provision of Animal Control
Services
Background
Information: The purpose of this item is to seek Council approval of an
interlocal agreement with the Cities of Keller and Colleyville
for the provision of animal control services. Similar to the
existing jail and dispatch agreement, the City of Keller will be
the entity that will directly provide the services and house the
detained animals in their shelter.
Under this agreement, Keller will hire Southlake's Field
Services Officer as an Animal Control Officer (ACO). This
will allow Keller to employ three full time ACOs, with two
ACOs handling field operations and one ACO handling
duties at the shelter. This will provide Southlake will full time
and on -call animal control coverage and will lead to
improved service levels on later during nights and
weekends. Provision of animal control services has
historically been a gap issue in the Citizen Survey. The
enhanced levels of service included in this new agreement
should help to improve citizen satisfaction with animal
control services.
This agreement stipulates that Southlake will work will Keller
to develop a unified set of laws to apply and enforce, which
will require Southlake to amend its ordinance to require the
registration of dogs. If approved, this agreement will go into
effect on October 1, 2012.

Financial
Consideration: For the first three years of the agreement, Southlake's costs
are fixed at 26% of Keller's total animal control cost.
Currently, this amounts to $66,542, which represents
savings of $15,677 over the City's current animal control
expenditures. Following the initial three year period, the cost
share factor will be re- evaluated based on the number of
calls for animal control service from each city, with the
percentages adjusted accordingly.
Additionally, Keller has agreed to provide an ACO on an
overtime basis for the control of the City's feral hog problem.
The City will budget this overtime expense separately from
this agreement.
Keller plans to construct a new, 9,400 square foot Animal
Shelter /Adoption Center at the Keller police facility at 330
Rufe Snow Drive. The project is scheduled to be completed
in October 2014. The regional costs required to make this
facility a regional facility for Keller, Colleyville and Southlake
will be an additional $400,000. Southlake will pay a capital
cost of $11,000 each year following
There are two options for the operation of the shelter once it
is constructed. Under option 1, Keller would conduct
adoptions handle the operations of the shelter. The
proposed cost to Southlake under this option is $102,007 per
year. This represents a cost increase of $19,788 over what
the City currently spends for animal control.
Under option 2, Keller would partner with the human society
to handle adoptions. The proposed cost to Southlake under
this option is $82,021, which is a cost savings of $198 over
what the City currently spends for animal control.
