Subject: Resolution No. 12 -034, appointing members to various positions on
the Building Board of Appeals, Parks and Recreation Board,
Planning and Zoning Commission, Southlake Parks Development
Corporation and Zoning Board of Adjustment.
Action
Requested: Appoint members to various boards, commissions and committees.
Background
Information:
Each year, the City Council appoints members of the public to various boards, commissions and
committees. Each member is appointed for a two -year term, unless indicated otherwise. With
the exception of Southlake Business Council, appointed members shall be citizens of
Southlake. Members of the public indicate their interest to volunteer by submitting a completed
application to the City Secretary's Office. Applications are available on the City's website and
from the City Secretary's Office.
The City Secretary's Office sent an e-mail to existing board members to determine if they are
interested in being reappointed to their respective board or if they have an interest to be
considered for another board, commission or committee. Members were asked to respond no
later than Friday, May 25.
On May 15, 2012, Council specifically discussed the management of boards and commissions.
Staff reviewed the following initiatives accomplished to implement the board management plan:
• Developed detailed job descriptions
• Created marketing plan (outlined as SOP)
• Revised board and commission application
• Human Resources provided standard interview questions
• Established training curriculum for orientation
• Developed leadership training for chairs
• Standardized format for enabling ordinance
• Developed board member welcome packet
• Created board member manual, including code of conduct and policy guidelines
• Additional joint meetings with Council
• Implemented Board & Commission Toolbox
o Boards and Commissions Manual
o Online Training Portal
At this meeting, Council directed staff to implement bi- annual appointments versus annual
appointments. Council expressed the importance of organizing the process to allow ample time
to review and narrow applications and interview prospective candidates.
In response to Council's request, staff created the following chart to illustrate the new schedule
for board appointments.
Pursuant to our discussion at the May 15, 2012 extended work session, the
process outlined below will begin with the October appointments.

RESOLUTION NO. 12 -034
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, APPOINTING MEMBERS TO
VARIOUS POSITIONS ON THE BUILDING BOARD OF
APPEALS, PARKS AND RECREATION ADVISORY
BOARD, PLANNING AND ZONING COMMISSION,
SOUTHLAKE PARKS DEVELOPMENT CORPORATION,
ZONING BOARD OF ADJUSTMENT, AND PROVIDING AN
EFFECTIVE DATE.
Whereas, the City Council appoints members of the public to various boards,
commissions and committees to serve a two -year term, unless indicated otherwise; and,
Whereas, each appointee shall be a citizen of Southlake, unless appointed to
serve on the Southlake Business Council; and,
Whereas, the membership and qualifications for each board, commission and
committee are identified by City Charter, ordinance, or resolution; and,
Whereas, Council will begin bi- annual appointments for Council- appointed
boards; and,
Whereas, Council desires to appoint members to various positions on the
following boards:
• Building Board of Appeals
• Parks and Recreation Advisory Board
• Planning and Zoning Commission
• Southlake Parks Development Corporation
• Zoning Board of Adjustment
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, THAT:
Section 1. All the findings in the preamble are found to be true and correct and the
City Council does hereby incorporate said findings into the body of this
resolution as if copied in its entirety.
Section 2. The following citizens are appointed to serve as board, commission or
committee members for the stated terms and until their successors have
been duly appointed and qualified by Council.
