Boards & Commissions Management System
Presenter: Ben Thatcher
Purpose: Bring Council up-to-speed on progress made since this topic was addressed at the Winter Retreat a year ago last January. Discuss steps that need to be taken to fully implement
the plan that came out of the Retreat. Open discussion on topics related to board and commission management.

Questions: The purpose of the worksession is to allow Council ample time to discuss issues of importance and mutual interest. The following questions have been provided in the event
that the discussion needs to be facilitated.
Application and Selection
How would City Council like to best screen, interview, and select board members?
Do we want to stagger the board terms so that half expire in the spring and the other half expire in the fall?
What is the make-up of the marketing plan that staff has created for open board positions?
Training and Expectations
What role can City Council play in relaying expectations to boards?
Has City Council toured the training site and do we feel like the information that is shared will help each board member?
Board Management
Do we have a good review process in place to assess the need and effectiveness of each Board?
Do we feel confident that the Board Manual will serve as a good source of guidance to our boards and commissions?
Do we think all of these efforts by City Council and Staff will help foster a culture of good governance among our boards and commissions?
Do we feel comfortable that a new board member receiving these tools will be able to fulfill their board responsibilities in an effective way?
Water Issues
Presenter(s): Ken Baker & Bob Price
Purpose: Update Council on current issues related to water system development, demand issues, conservation efforts and restriction enforcement. Discuss how we will move forward with
water initiatives during peak 2012 season.

What are Council’s thoughts about the best way to balance the heavy summer demands of our users with the City’s ability to provide water;
What thoughts do you have about the City’s public information efforts related to water use and conservation?
What challenges did we encounter with the twice a week schedule in the community and how can the City best work with our residents when we move into restrictions?
What are Council’s thoughts regarding the signs as a means of education and enforcement Ken illustrated how they would be used?
