In 2005, the Matrix Study done on the Department of Public Safety recommendedthe
construction of the DPS North Training Facility on the land located at Dove and White
Chapel, and also recommended the construction of Headquarters on the 600 State
Street/667 N Carroll property. In November 2008, Robert Garza was selected as the
architect and the City Manager was authorized to hire a construction manager a risk in
February 2009. Lee Lewis Construction was selected in April 2009, and all parties held a
SPIN meeting with the community in November 2009.
The Planning and Zoning Commission approved the DPS North project in January 2010, and
City Council gave their approval in June of 2010. Due to the economic downturn, the City
was unable to hire the personnel needed to staff the new North Facility. This caused
construction to be delayed until the needed personnel could be hired. Six additional
firefighters were hired in January 2012, which brings staffing to the level necessary to
support DPS North. With the approval of this item, the goal is for construction to start on
the DPS North Training Facility in June 2012. Construction will take approximately 14
months to complete.

The Construction Manager at Risk (LeeLewis Construction)is bound to an agreed
Guaranteed Maximum Price that is determined from actual advertised bids received on
May 2, 2012.
