In 2005, the Matrix Study done on the Department of Public Safety recommendedthe
construction of the DPS North Training Facility on the land located at Dove and White
Chapel, and also recommended the construction of Headquarters on the 600 State
Street/667 N Carroll property. In November 2008, Robert Garza was selected as the
architect and the City Manager was authorized to hire a construction manager a risk in
February 2009. Lee Lewis Construction was selected in April 2009, and all parties held a
SPIN meeting with the community in November 2009.
The Planning and Zoning Commission approved the DPS North project in January 2010, and
City Council gave their approval in June of 2010. Due to the economic downturn, the City
was unable to hire the personnel needed to staff the new North Facility. Due to this,
construction was delayed until personnel could be hired. Six additional firefighters were
hired in January 2012, which brings staffing to the level necessary to support DPS North.
With the approval of this item, the goal is for construction to start on the DPS North
Training Facility in June 2012. Construction will take approximately 14 months to complete.

Why is it important to begin construction now? Four main components are driving the need for the DPS North Training facility:
Response Times:
The City is separated into East, West and North response districts. Due to the geographic locations of the DPS West and DPS HQ stations,
travel times to calls in the northern portion of Southlake tend to be higher than similar travel times to the western and eastern portion
of the City. In 2011, the 90 th percentile travel time to a call in the northern portion of Southlake is 8 minutes and 16 seconds. A travel
time at the level currently seen in the northern portion of the City creates concern, as a delayed response can result in a fireflashover,
which occurs four to ten minutes following the outbreak of a fire. A fire that has reached flashover means that it is too late to save
anyone in the room of origin and a greater amount of resources (equipment and personnel) are required to handle larger hose streams
needed to extinguish the fire. A post flashover fire will burn hotter and move significantly faster, compounding the search and rescue
problems in the remainder of the structure, while requiring additional firefighters for fire attack and extinguishment. In addition to
flashover, a delayed response time is of concern when it comes to medical calls. The American Heart Association recognizes that the
brain begins to die in four to six minutes without oxygen and damage is irreversible after ten minutes. At the current traveltimes, there
is little time for medical intervention before irreversible damage is done.
ISO Rating:
The North facility will satisfy the ISO requirement of having one fire station within a five mile radius of all locations in theCity. Currently,
residents who live within five miles of a fire station have an ISO Personal Protection Classification (PPC) rating of 4 through their
insurance company. Southlake residents who do not live within 5 miles of a fire station hold a PPC rating of 9 through their insurance
company. A PPC rating of 9 results in those residents paying 23% more to insure a home of brick veneer construction. The construction
of the North facility will help the City to achieve a PPC rating to 1. A PPC rating of 1 would result in a 33% decrease in the premiums to
insure a home of brick veneer construction in the northern district, and a 10% decrease in the east and west districts.
Accreditation:
For accreditation purposes, the baseline travel time is six minutes and thirty seconds (06:30) for a suburban area, with an ultimate goal
of a five minute (05:00) travel time for each call. Fire Services must achieve the 06:30 baseline to maintain its accreditation.In order to
accomplish this standard, construction and staffing of the DPS North facility is critical due to the current travel time of 08:16.
Joint Parking for North Park:
The DPS North Training Facility and North Park will share a parking lot, due to their adjacency and different hours of operation. With
North Park slated to open this fall, it is important that the joint parking lot be constructed before the park opens. It is estimated that the
parking lot will take 90 days to complete.

Following the completion of the DPS North facility, Fire Services will move the fully staffed
Truck Company from DPS Headquarters to the North station to begin running calls. The
Truck Company will be trained in Advanced Life Support (ALS), which will allow them to
respond to medical calls and to begin treatment while waiting for a Medic to arrive. Having
a fully staffed truck company available to respond on the Northern side of town reduces
the likelihood of reaching flashover status with any fire that may occur, and will allow
medical treatment to begin earlier, thus increasing the likelihood of a positive outcome in
both instances.
TheCity will be requesting 6 additional firefighters in FY 2013 and FY 2014. The hiring of
the 12 additional firefighters will provide the necessary staffing to run the Engine, which
will be purchased in the FY 2014 budget year. Once the engine is purchased and fully
staffed, the Ladder will move back to DPS HQ. There will be no compromise in response by
moving the ladder truck to the Northern portion of town since the same pieces of
apparatus will be responding to the call.
The DPS North facility will be heavily utilized as a training facility. As a result, the DPS
Training Supervisor will be moved from DPS Headquarters to the DPS North facility. This will
allow the DPS Training Supervisor to schedule trainings at the indoor gun range and
oversee other training activities at the facility. Additionally, DPS North will have space
available for Police Services staff to conduct police reporting activities. This will increase
effectiveness for officers patrolling the northern portion of town, as they will not have to
return to a different district to complete their reports.

The GMP for the construction of the DPS North facility is $13.3 million. The project will be
financed with a combination of cash funding and bonds, with the exact split of each to be
determined based on the timeline of the project. It is expected that $8 million in bonds will
be issued to pay for the project, with the rest of the funding coming from cash.
The CCPD CIP has allocated $15,725,000 in total funding for this project. Prior funding
amounts to $5,968,000. $4,000,000 will be allocated in FY 2012 and $5,757,000 will be
allocated in FY 2013.
