First Iwould like to tell you the history of our current radio system.
NETCOis a consortium of cities maintaining a trunked radio system in Northeast
Tarrant County. In 1993 the original single site system was purchased by
Bedford and Colleyville, shortly after that Keller and Euless became members.
In 2002 –Grapevine joined as a member and the system was increased to three
sites for better coverage. The sites are located Colleyville, Bedford and
Grapevine.
In 2003 –Southlake joined to make the sixth member.
All cities share equally in the cost of any and all system upgrades that are
deemed necessary based on reasonable and reliable data as supplied by the
System Manager(s) and / or radio service company.
FCC regulationsrequire the radio system to be upgraded and the current
system will no longer be supported.

The City of FortWorth negotiated a large contract with Motorola to replace their
system. NETCO was able to piggyback on to the Fort Worth contract which will
save the City of Southlake $81,000. That is 34% lower than HGAC pricing.
The total amount due to Motorola will be $853,324.44

As mentioned earlier each city willequally share the cost of the infrastructure
upgrade. The infrastructure includes antennas, repeaters, tower electronics and
base station radios.
The total cost of the infrastructure is $3,864,397 Southlake’s portion will be
644,066.28.

The City must also upgrade its radios to be compliant with the new system
Subscribersfee are required to be paid by the individual city. The total cost to
upgrade the City’s radios is $209,258.16

This slide shows the breakdownof the Motorola charges. The infrastructure
upgrades and DPS radios will be purchased with Crime Control funding, the rest
of the radios will purchased out of the City’s General Fund, Water and Sewer
fund and SPDC.

The upgradewill also affect our dispatch center, we will be required to replace all
consoles. The total cost to replace the dispatch consoles will be $408,528.00 the
cost will be shared between Southlake, Colleyville, Keller and Westlake.
Southlake’s portion will be $170,560.28. This will be funded through Crime
Control, it will be paid directly to the City of Keller.

Staff recommends approval of a contract in the amount of $853,324.44 with
Motorola for the upgrade of the NETCO Radio System and approval of a
$170,560.28 for NETCOM Dispatch Console upgrade with the City of Keller.
All funds to pay the contracts will be budgeted in the FY2013 budget.
The contract must be approved by June 29, 2012 to receive the $81,000
discount. The other five cities have already approved the contract.
