Item 4E M E M O R A N D U M May 15, 2012 TO: Shana Yelverton, City Manager FROM: Rusty Daniels, Deputy Chief of Police Item 4E: Approve the purchase of twenty-one mobile radios from SUBJECT: Motorola Solutions in an amount not to exceed $64,177. Action Requested:Recommendation to City Council to approve the purchase of twenty-one mobile radios and the re- banding of three radios for the Department of Public Safety Police Services in an amount not to exceed $64,177. Background Information: There is Federal mandate known as Project 25 (P-25) which requires all governmental entities to utilize radios on a digital spectrum. This will require SDPS Police Services to replace 21 radios currently being utilized in our patrol fleet. In addition, there are three radios currently being utilized that can be modified to work in the digital spectrum. Full compliance is required prior to January 1, 2016. NETCO, our radio system consortium, is planning to have full compliance prior to January 1, 2014. The purchase of these radios and required modifications will ensure that all radios in DPS Police Services are compliant with P-25 requirements. The FY 2012 Crime Control and Prevention District budget included $106,007 for the replacement and required modifications of mobile radios that are no longer supported by Motorola beginning January 1, 2016. The cost of the 21 Motorola APX6500 mobile radios is $59,346.87. An additional $4,830 is required to re-band the existing compatible radios. The total cost of this upgrade is $64,177. Financial Considerations: $106,007 was included in the FY 2012 CCPD budget to fund this project. Citizen Input/ Board review: CCPD has approved the purchase of the equipment. Board Review: There has been no citizen input. The Crime Control and Prevention District authorized the funding during the FY 2012 budget process. Legal Review: There has been no legal review of this purchase. Alternatives: Alternatives may include the following:  Council authorizing the purchase of the radios as submitted.  Council rejecting the request to authorize the purchase of the radios.
