FM1938 is a joint project between the City of Southlake, Keller, the Town of
Westlake, Tarrant County, TxDOT and the Regional Transportation Council
(NCTCOG –RTC)
The Cities and Tarrant County are responsible for providing engineering design services and right-of-way to TxDOT
for the FM1938 project

The Texas Department of Transportation (TxDOT) will be making improvements to FM1938. The FM1938 improvement is an
important project for the City of Southlake and northeast Tarrant County. It is regionally significant because it will provide an
additional north-south thoroughfare between SH360 and US377.
Improvements will begin at SH114 and extend south to Southlake Blvd. (FM1709) in Southlake. Phase 1 construction will
begin in Westlake. The limits of Phase 1 will be from SH114 to the "RandolMill Bend". Phase 2 of the project will begin at the
"RandolMill Bend" and extend to Southlake Blvd. (FM1709).
The new roadway will be a variable-width, divided, thoroughfare with a center median.Theroadway will consist of 6 travel
lanes from SH114 to Dove Road and 4 lanes from Dove Road to FM1709. The pavement will be concrete with curb and
gutter including an enclosed storm drain system and turn lanes at intersections.
Phase 2 of the project also includes:
Installationof a 12 inch water line along the east side of RandolMill Ave. from the RandolMill Bend to FM1709.
Construction of an 8 foot trail along the east side of RandolMill from the RandolMill Bend to FM1709.

Costs:
Phase 1 through Westlake: $20,395,000;
Phase 2 through Southlake: $22,656,000
What to expect in the near future:
Phase 1 ofthe project through Westlake was awarded in August 2009;
Phase 1 construction through Westlake is anticipated to begin March 2010 and will last approximately 18 months.
Phase 2 design through Southlake is currently underway;
Phase 2 bid letting is not yet scheduled as funding for Phase 2 has still not been identified by the Regional Transportation
Council.
Relocation of the 12 inch water line at the RandolMill Bend and at Brown Lane in Southlake began September 2009, and is
now complete.
FM1938 Phase 2 will continue as a 4 lane roadway from the Randol Mill bend and will transition to a 6 lane roadway
at Johnson Road
FM1938 Phase 2 will also include improvements to the intersection at Southlake Blvd. (FM1709)

Major Corridors Urban Design Plan

The intersection at Southlake Blvd. is identified as a pulse point and calls for
an identity monument. The conceptual design proposes that four
appropriately scaled identity monuments be placed wrapping each corner of
the intersection with ornamental trees and planting.

There are widely varying conditions in both the east and west parkways due
to the rolling terrain of the area.

This portion of FM-1938 is within the Estate Residential Zone. Where there is
sufficient right of way and/or landscape easement an 8 foot wide curvilinear
path is planned along with 2 amenity pockets with enhanced concrete paving,
seating and planting beds.

All proposed planting in parkways and medians is designed to meet TxDOT
standards. The parkway conditions vary greatly along the parkway.

The north end of the project serves as an entry point into the City of
Southlake and is an appropriate location for a gateway tower in the median.

for the Southlake Blvd. intersection are shown.
