The following property owners of the Park Place Community respectfully
DECLINE Carroll Independent School Districts requested Easement Agreement
For Access to our properties and DECLINE the offer to demolish our existing
fences and replace with a new 8' fence on CISD property as detailed in the letter
we received dated July 10, 2011.
It is our desire to NOT HAVE A REPLACEMENT FENCE INSTALLED
ADJACENT TO OUR EXISTING FENCES. We would suggest that enhancements
to the greenbelt area between our properties occur as previously promised,
rather than expenses for a replacement fence.
IT IS OUR UNDERSTANDING THAT THIS PROJECT AS IT RELATES TO THE
HOMEOWNERS OF PARK PLACE COMMUNITY IS SUSPENDED UNTIL WE
HAVE THE OPPORTUNITY TO MEET WITH THE COUNCIL MEMBERS OF
THE CITY OF SOUTHLAKE AND THE CISD BOARD OF TRUSTEES.

Per our phone conversation, Park Place community would like to request that the fence requirement adjacent to our homes
proposed by CISD, City of Southlake Council and the City of Southlake Planning & Development Services be removed from
the zoning requirement.
A petition signed by all neighbors declining the offer has been provided for your records.
Our understanding is that we will also need to be represented at the upcoming City Council meeting of May 15, 2012, in the
event further discussion is necessary. Please advise if any changes occur.

Ms. Vassios,
I wanted to follow -up our phone call with a quick email summarizing what we discussed.
First of all, I want to reiterate that Carroll ISD is in complete agreement with our neighbors at Park Place. We
do not wish to force the fence replacement we have discussed at length in the past on you and your neighbors.
The District attempted to administratively accomplish our shared goal of removing the requirement for the fence
from the site plan by providing a letter to the City requesting this change. Attached to the letter was a copy of
the email you recently sent which outlined the majority decision (10 of 11 neighbors) who shared with you their
desire to remove the fence from the site plan. 1 was notified verbally on Friday, March 23 that the
administrative removal of the site provision is not possible and that removal of the fence from the plan would
require some measure of approval of the city council.
Carroll ISD sees this as an exhaustion of the District's options. The District believes the best option at this point
is to request this provision be removed. Please contact the City of Southlake Planning and Development
Services Department at 817- 748 -8261. I am certain the staff of that division can guide you through whatever
process is appropriate to accomplish our shared goal of removing the requirement. I have found this division to
be extremely professional and helpful in dealing with the District and expect nothing less for you and your
neighbors.
In short, today we all are faced with the same issue as we have dealt with from the beginning. The site plan
indicates a requirement to install an eight foot tall stockade fence adjacent to the existing six foot fence in place
behind your homes. The District is committed to removing the current homeowner's fence and making lateral
tie -ins if the fence is ultimately required. We are hopeful this provision can be removed at you and your
neighbors' request. If not, please know the District will have no option but to begin construction of this fence in
sixty (60 days) on a date on/about June 4, 2012.
As I said yesterday, I appreciate you taking on the task of being the conduit between CISD and your neighbors
in Park Place. I greatly appreciate your help and kind assistance. Please feel free to forward this communication
to whomever you feel appropriate.

RE: Carroll Senior high School Site Plan ( "Site Plan")
Dear Mr. Baker:
This is in regard to the City of Southlake's ( "City") requirement that the Carroll Independent School
District ( "District ") construct a fence along the south boundary of the Carroll Senior High School
property as set out on the Site Plan referenced above.
The fence would be along the property line between the District's property and the property owners on
Park Place. An existing fence on this property line appears to have been constructed by the original
developer of the subdivision.
The District has discussed this requirement with the Park Place property owners concerning this matter.
The property owners do not want the District to construct a fence either as a replacement for the existing
fence or as a second fence one foot inside the property line on the District's property. Attached is an
email from Ms. Lisa Vassios indicating the property owner's objection to this fence. She is acting as the
spokesperson for the group of homeowners affected by the proposed fence.
The District requests that the City remove the requirement for the District to build a fence on the south
property line of the Carroll Senior High School property as set out on the Site Plan.

Subject: CISD's PROPOSAL TO PARK PLACE HOMEOWNERS
Dear Mr. Citty,
The homeowners of Park Place neighborhood held a meeting recently to further discuss the proposal(s) presented to our
community regarding plans for a fence bordering our homes.
With respect to Carroll Independent School District, at this time all homeowners are in agreement to DECLINE the offer for a
replacement fence and are NOT willing to sign any contractual agreements. We have signed a petition declining your offer
based on the information provided to us.
Our desire is NOT to be in conflict with the school district, City of Southlake Council or the Planning & Zoning Department.
We would like to request that if CISD plans to proceed with any construction of a fence, that the homeowners of Park Place are
contacted in advance. We are very willing to meet with the appropriate departments if further conversation is necessary.
We appreciate your cooperation in this matter.
