Commissioner Springer arrived at 6:43 p.m.
Scott Simmons, 3110 W Southlake Blvd, 76092. Mr. Simmons stated that the east side
of the neighborhood will remain the same. They are currently looking to develop the
west side. The market is stating that the development needs to be opened to a younger
market or "empty nesters ".
Mr. Simmons continued to explain the plat changes: 1) 10% setback on each side with
side yard views, and 2) remove the gates to make the area public versus private.
Overall the lots did not change in size with the exception of a few which did get larger.
Darling Homes will be the builder.
Commissioner Fairchild asked about the gate removal. The gate is an amenity that
increases the value of the homes.
Mr. Simmons stated that they are trying to keep the HOA dues down to a minimum.
Chairman Hudson asked about the amenities and if the younger residents plan to use
the amenities.
Mr. Simmons stated that the residents on the west side will not use the amenities.
Commissioner Parrish asked what the requirements were for being a member.
Mr. Simmons stated that they would have to age qualify which is 55 and pay the
membership dues.
Chairman Hudson verified that the HOA fees and the Amenities fees are separate.
Mr. Simmons stated yes.
Commissioner Fairchild asked if Mr. Simmons was selling the lots on a takedown
schedule or all at once.
Mrs. Simmons stated they were being sold on a takedown schedule.
Commissioner Williamson asked who controlled the amenities as far as by -laws,

specifically the age restriction.
Mr. Simmons stated the Fair Housing Act determines the age.
Commissioner Williamson asked about the current residents who have purchased a lot
on the premise of the current age restriction.
Mr. Simmons stated that there has been mixed reactions. The current residents have
concerns about young families and children moving in and increased traffic flow. That
will not be the case.
Commissioner Williamson and Chairman Hudson both stated that if young families with
teenage drivers move into the neighborhood that intensifies the use of the
neighborhood.
Mr. Simmons stated that the majority of homes will be 3,000 sq. ft. which generally fits
empty nesters versus young families.
Commissioner Parrish stated that the Commission had received several responses from
the current residence of Watermere that were against this change.
Chairman Hudson opened the public hearing.
John Twining, 312 Watermere Drive, 76092 came forward. Mr. Twining explained that
he purchased his home new under the impression that the entire campus was age
restrictive. This is why I purchased the home which is the case of many of my
neighbors.
Bob Lee, Chesapeake Lane, 76092 came forward. Mr. Lee stated he was in favor of the
development. Mr. Lee's only concern is the traffic along Southlake Boulevard around
the development.
Paul Schaefer, 2910 W Southlake Blvd, 76092. Mr. Schaefer is for the development but
would like to see a sewer line put in place to help with drainage and run off.
Chairman Hudson closed the public hearing.
Commissioner Parrish mentioned Tuscan Ridge. Tuscan Ridge was thought to be an
empty nesters community. There are a lot of empty nesters but there are also a lot of
young families.
Commissioner Fairchild is concerned with lifting the age restriction due to future
consequences. Other builders could come in on a later date, years from now and build
larger homes for younger families.
Chairman Hudson is concerned for the current residents who purchased their homes
based on the age restriction.

Mr. Simmons stated that there is a distinct separation of neighborhoods and would like
to keep it that way.
Chairman Hudson stated that he not ready to change the zoning on a zero lot line,
unrestricted residential neighborhood.
Mr. Williamson stated it would be better if you had the support of the community. At this
time based on the responses given in writing, you do not have that support.
Mr. Simmons agreed.

to the applicant's request.
