The purpose of this item is to consider on 1 st readingproposed changes to the
City’s lighting ordinance to permit the use of Light Emitting Diode (LED) fixtures on
poles over 42 inches in height and exterior wall mounted light fixtures that are within
a temperature range less than 4,300 degrees Kelvin. Other minor modifications to
the ordinance include changes to the shielding and variance section of the
ordinance. Proposed changes to the ordinance are highlighted in red. The catalyst
for moving forward with City Council considering this item was a recommendation of
the Southlake 2030 plan. There was considerable discussion in the 2030 Committee
meetings about concern of light pollution and the potential benefits of LED lighting.

This slides illustrates how moving forward with this possible amendment is
consistent with the City’s Strategic Management System and 2030 plan
implementation.
The use of LED lighting is consistent with further implementing a number of City
Council’s corporate objectives. Also this effort is consistent with the Vision North
Texas -Environmental Stewardship goal, the Southlake 2030 Goals and Objectives
and as mentioned on the previous slide is a recommendation of the 2030 plan.

At the March 20 th City Council meeting staff presented a comprehensive overview
on the benefits of LED lighting, discuss LED basics, review case study information,
and discuss ordinance changes. The video of this presentation is available on the
