2. Limiting the "rental guest rooms" to a maximum of two units in the clubhouse;
Page 4
3. Understanding that this will conform to the architectural renderings as presented with
the ratios of building materials as presented;
4. Recognizing the applicant has agreed to connect sewer to the adjacent Presbyterian
Church property;
5. Noting that the project does not meet the Land Use Plan, which the City Council tries
to follow as closely as possible, but with the following justifications: 11 additional
acres were added under an SP zoning, the serious need for and the addition of senior
living in Southlake which currently does not have any, the articulation and the plan in
general are of an extraordinarily high quality, the developer is undertaking to connect a
sewer to the church property next door and is a real public service to connect to that
church, this is a much better design and a much better development than the previously
approved plan at this location, it includes a unique aspect of senior living which is a
fee simple ownership aspect which will add a lot of value in terms of our tax rolls and
in terms of the seniors who will live there, and keeps in place the age restriction of 62;
6. Stating that the proposed development meets the adopted Vision, Goals, and
Objectives of the Southlake 2025 Plan, Phase I, by providing an attractive, well-
designed neighborhood for a diverse and vibrant community specifically by filling a
niche in Southlake's housing market for its senior residents. The proposed plan meets
with the following elements of the Southlake 2025 Plan, Phase II: it preserves 11 acres
of open space primarily identified heavily wooded areas, it provides internal open
spaces for a network of trails accessible to the residents of the development and further
provides for the potential for north-south automobile connectivity through the site from
Southlake Boulevard to Union Church Road;
7. Subject to the freview comments on Concept Plan Review Summary No.3, dated
December 2, 2005.
SECTION 2.
