Item 6A Department of Planning & Development Services S T A F F R E P O R T April 11, 2012 CASE NO: ZA12-023 PROJECT: Site Plan for Florence Elementary Driveway and Parking Improvements EXECUTIVE SUMMARY: On behalf of Keller Independent School District, Teague, Nall and Perkins is requesting approval of a Site Plan for driveway and parking improvements at Florence Elementary School on property described as Tracts 1F and 1G, Jesse G. Allen Survey, Abstract No. 18, City of Southlake, Tarrant County, Texas and located at 3095 Johnson Rd., Southlake, Texas. Current Zoning: CS Community Service District. SPIN Neighborhood # 11. REQUEST DETAILS: The applicant is requesting a site plan for improvements to the driveway and parking in front of the school to improve traffic flow and to provide additional parking spaces for pick up and drop off of students and for special events. The limited internal driveway stacking and off-street parking that currently exists is resulting in traffic backing up on Johnson Rd. and parents parking in surrounding neighborhoods during drop off and pick up times. The proposed driveway configuration will increase the internal driveway stacking from approximately 10-15 cars to approximately 60-70 cars. Off-street parking will increase from 101 spaces to 148 spaces. PROPERTY DESCRIPTION: Tracts 1F and 1G, Jesse G. Allen Survey, Abstract No. 18 LAND USE CATEGORY: Public/Semi-Public CURRENT ZONING: “ CS” – Community Services District HISTORY: -The school was constructed in 1975 or 1976. -The property was given the “CS” – Community Service District zoning designation with the adoption of Zoning Ordinance No. 480 in 1989. -A concept plan (ZA98-028) for an addition to the school and an additional parking area was approved by City Council on May 5, 1998. -A revised concept plan (ZA99-104) to add a shade structure was approved by City Council on Dec. 7, 1999. -A site plan (ZA10-028) to add a shade structure over existing playground equipment was approved by City Council on June 15, 2010. PATHWAYS MASTER PLAN: A six (6) foot sidewalk exists along Johnson Rd. No sidewalk exists or is planned for Harrell Dr. The City Engineer has determined that the requirement for a 5’ sidewalk along all public streets with a Council approved site plan is not roughly proportional to the proposed driveway and parking improvements since the number of students is not increasing. An on-street bikeway is planned for Harrell Drive and Johnson Rd. TRANSPORTATION ASSESSMENT: The school is located on the south side of Johnson Rd. and the east side of Harrell Drive. Johnson Rd. is designated and constructed as a 2-lane undivided collector within approximately 70 feet of right-of-way. WATER & SEWER: Water and sewer service is existing. No new extension or modification is needed. DRAINAGE ANALYSIS: The proposed improvements should not have an impact on existing storm water run-off or systems. TREE PRESERVATION: No trees are proposed to be removed with the project.Five trees are to be saved in the area of the proposed driveway and parking improvements and three canopy trees are proposed to be added in that area. CITIZEN INPUT/ BOARD REVIEW: Southlake Program for the Involvement of Neighborhoods A SPIN Meeting for this project was held by the applicant on March 26, 2012. All lighting must comply with the Lighting Ordinance No. 693, as amended, with regard to type of lighting, intensity, glare and spill-over. The metal halide lighting shown on the photometric plan does not comply with the Lighting Ordinance with regard to type of lighting. The Lighting Ordinance requires that luminaires on poles over 42” and exterior wall mounted fixtures be high pressure sodium lights or other lights giving a similar soft lighting effect. Please ensure that the parking lot landscape islands are at least 12’ in width form back-of-curb to back-of-curb and are equal to the length of the parking stalls. Parking lot planter islands shall have a minimum width of 12’ back-to-back if curbed or 13’ edge-to- edge if no curb is intended, and shall be equal to the length of the parking stall. * Since the applicant is not adding to the square footage of the existing building, only the required landscaping for the proposed parking lots is required to be installed.
