A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT
FOR A KENNEL ON PROPERTY WITHIN THE CITY OF
SOUTHLAKE, TEXAS, LOCATED AT 2320 WEST SOUTHLAKE
BOULEVARD, BEING LEGALLY DESCRIBED AS LOT 4R1, J.G.
ALLEN NO. 18 ADDITION, MORE FULLY AND COMPLETELY
DESCRIBED IN EXHIBIT "A ", AND AS DEPICTED ON THE
APPROVED SITE EXHIBIT ATTACHED HERETO AND
INCORPORATED HEREIN AS EXHIBIT "B" AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for a kennel has been requested by a person or
corporation having a proprietary interest in the property zoned as "C -3" General Commercial
District; and,
WHEREAS, in accordance with the requirements of Sections 45.1(15) of the City's
Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City Council
have given the requisite notices by publication and otherwise, and have afforded the persons
interested and situated in the affected area and in the vicinity thereof; and,
WHEREAS, the City Council does hereby find and determine that the granting of such
Specific Use Permit is in the best interest of the public health, safety, morals and general
welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for a kennel on property located at 2320 West
Southlake Boulevard, being legally described as Lot 4R1, J.G. Allen No. 18 Addition, an addition
to the City of Southlake, Tarrant County, Texas, according to the plat recorded in Cabinet A,
Slide 4649, Plat Records, Tarrant County, Texas, more fully and completely described in Exhibit
"A ", and as depicted on the approved Site Exhibit attached hereto and incorporated herein as
Exhibit "B" and providing an effective date, subject to the provisions contained in the
comprehensive zoning ordinance and the restrictions set forth herein. The following specific
requirements and special conditions shall be applicable to the granting of this Specific Use
Permit: Approved, noting the permit does not allow for outdoor kennel runs and /or cages;
approval also pursuant to staff report dated March 28, 2012.
SECTION 2.
This resolution shall become effective on the date of approval by the City Council.
PASSED AND APPROVED THIS 3` DAY OF APRIL, 2012.

Dear Sirs,
My name is Mark Cox and I have owned Southlake Crossing Animal Clinic since 1991. In 1999, we built the building at
2320 W. Southlake Blvd. and in 1999 we purchased the building next door which used to house the Animal Emergency
Clinic. We now practice out of both buildings. We have provided both grooming and boarding as an ancillary service to
our clients since opening the practice in 1991.
I recently talked to city officials about upgrading or modernizing out monument sign in front of our original building. It is
looking old and dated and I also wanted to increase our visibility for grooming as well as turn over the grooming portion
of the business to our groomer to manage separately from the veterinary practice. My goal is to have an internally
illuminated sign attached directly to the current monument sign. I understand that any sign changes must meet the City
of Southlake sign codes and be approved by the city. It was suggested that I obtain a special use permit in order to
proceed with this idea.
Currently grooming takes up about 380 square feet of the 3926 sq. ft. building or about 9.6% of the building. Boarding
occupies roughly the same square footage as grooming does. Last year. grooming accounted for about 8.0% of our
revenue and boarding accounted for about 4.3 %.
I am not changing anything structurally inside the building or any signage attached to the building. This is only to be
able to change our monument sign and increase our grooming visibility.
