Approve an interlocal agreement with Tarrant County

Staff recommendsthat council approve an interlocal agreement with Tarrant County
to assist in the reconstruction of Lonesome Dove Avenue

City staff and Tarrant County representatives have agreed in principle to the County
assisting the City with the reconstruction of Lonesome Dove Avenue from Burney
Lane to Foxfire. Tarrant County will provide the labor and equipment to reclaim the
existing pavement surface, stabilize the subgrade and re-grade the road bed for
paving as has been done on previous projects such as Morgan Road, North Carroll
Avenue, and Continental Boulevard.

After the County prepares the subgrade, City forces will then re-pave the roadway.
As a part of the paving process the city will mill and overlay the segment of
Lonesome Dove Avenue from Foxfire south to the East Dove Road intersection.
Because the city limit boundary follows the centerline of the roadway in four (4)
sections of this project, Grapevine will pay for half the materials on those sections
and the City of Southlake will pay for the balance of the materials.

This map illustrates the portion of the roadway where TarrantCounty will assist the
City with the preparation of the subgrade which is appriximately2,900 linear feet
marked in green and the south 1,000 feet, marked in red, that will be milled and
paved with the rest of the project.

With the city limit boundarymarked in red, this map indicates the four locations
where half of the pavement is within the City of Grapevine. Grapevine will pay for
half of the materials required to complete these portions of the project as shown on
the next slide.

The total cost of the project is $99,725 and will be split based on the squarefootage
of pavement in each city. In this case Southlake’s share is $64,441 and will be paid
for with the $150,000 dedicated to the project in the 2012 CIP.

Theapproval of this agreement links to the city’s strategy map relative to the focus
areas of Infrastructure. The specific corporate objective that is met by the
agreement is: Invest to provide and maintain high quality public assets.
