PUBLIC HEARING Chairman Hudson asked Richard Schell about the height of the wall. Richard Schell stated it was a 40 -ft. wall. The applicant, Andy Cost of 202 Morning Dove in Krum, TX with Architectural Testing came forward. Commissioner Fairchild asked the applicant what will be tested. Mr. Cost stated windows and doors are tested for hurricane type winds. In fact, Architectural Testing just landed the contract for Parkland Hospital. Commissioner Fairchild asked if any of the testing will be done outdoors. Mr. Cost stated that the contractor would come and erect the facade of the building contracted up against the wall and use a water spray racket up against the wall and suck a vacuum on the inside with a blower to suck the water through. We also have an airplane motor to blow wind against it. Commissioner Hudson asked about projectile testing on the outside wall. Mr. Cost stated that they would be shooting some 2 x 4's at some of the projects for hurricane performance and impact resistance. Commissioner Fairchild asked if they have tested the decimals for shooting 2 x 4's. Mr. Cost stated that the test for shooting 2 x 4's is not very loud because it is an air powered cannon. The 95 decimals come from when they run the airplane motor. Chairman Hudson asked how long to they run the airplane motor. Mr. Cost stated that it is a 15 minute test that is run once a month. Mr. Cost stated that a normal facade is a 2 story, 3 story or 4 story building. Commissioner Forman asked about hours of operation and testing. Mr. Cost stated that the hours of operations are 8 a.m. to 5 p.m. and that time frame includes any testing and construction. Chairman Hudson verified that the 40 -ft. wall is a permanent structure unlike the facades that are built for testing. Mr. Cost agreed. Chairman Hudson asked about projectile testing. Mr. Cost stated that all projectile testing is done at 35 mph with no splintering. Commissioner Fairchild stated that there is a wing wall, what is the purpose. Mr. Cost stated that it helps with 3 dimensional structures that have corners. Chairman Hudson asked what the wall was made of. Mr. Cost stated 3/8 thick steel plate. Chairman Hudson opened and closed the public hearing. PUBLIC HEARING Commissioner Parrish asked if it was a metal cover. Richard Schell verified that it was a standing seam metal roof. Chairman Hudson asked if the applicant provided the renderings. Chairman Hudson asked if the roof is a flat metal roof or is it pitched. Ms. Swift stated that is a pitched roof. Chairman Hudson verified with Ms. Swift that the material from the columns would match the existing. Commissioner Fairchild asked what the restrictions were for the distance of an exterior fireplace to the structure. Ms. Swift stated it was designed based on the existing building code to keep it far enough from the structure in order not to put the flue 2 -ft above the existing structure. Chairman Hudson opened and closed the public hearing. PUBLIC HEARING Scott Gibson, 1500 Stanton Court, Keller, TX, with Teague Nall and Perkins Inc., came forward. There are 3 main reasons for doing the improvements: 1) the proximity of the exit drive from Johnson Road, 2) to increase on sight stacking, and 3) to increase off street parking. Commissioner Forman asked about the rendering Mr. Gibson stated that an inside lane is gained. Commissioner Parrish asked about the children being released to the cars waiting in the various lanes. Mr. Gibson stated that facility controls the flow of the children. Mr. Gibson stated that there will be a need for facility parking in the center. Chairman Hudson asked if Mr. Gibson anticipated any parallel parking during the day for visitors. Mr. Gibson stated that during pick up and drop off which are peak hours there will not be any parallel parking. However, during event evenings there will be due to the overflow. Commissioner Parrish asked about the turnaround for buses and if there was a sufficient radius. Mr. Gibson stated that it was an emergency turnaround. Commissioner Fairchild asked how many buses serviced this school. Mr. Gibson stated 2. Commissioner Parrish asked about the buses moving through the parking lot. Mr. Gibson stated that the buses are at the school before dismissal. Also, all releases are a controlled release. Chairman Hudson opened and closed the public hearing. Mr. Hamilton stated yes. Commissioner Parrish asked if the sidewalk was existing and if not would it be completed during phase 1. Mr. Hamilton stated that the sidewalk along Southlake Boulevard is existing and all remaining flat work would be done at the same time. Chairman Hudson opened and closed the public hearing.
