2012-01-24 1 OF 2 )(SOUTHLAKE 3 4 5 6 SOUTHLAKE ARTS COUNCIL MEETING: January 24, 2012 7 8 LOCATION: 1400 Main Street, Southlake, Texas 9 Southlake Town Hall — 3A 10 11 Southlake Arts Council Members Present: Chair Leslie Bartlett, Vice Chair Carol 12 Knox, Secretary Leslie Ann Walker and Southlake Arts Council members Jesika Cook, 13 Merlene Ingraham and Terri Messing 14 15 Southlake Arts Council Members Absent: Tammy Hashemian 16 17 Staff Members Present: Assistant City Manager Jim Blagg and Deputy Director 18 Community Services- Library Kerry McGeath 19 20 Others Present: LeAnn Sloop 21 22 Agenda Item No. 1 - Call to Order: Chair Bartlett called the meeting to order at 23 6:01 p.m. 24 25 Agenda Item No. 2A — Consent: Approval of the minutes from the November 22, 26 2011 Southlake Arts Council meeting — Corrections were made to the minutes to 27 Terri Messing's telephone number on the permit applications and to remove her name 28 from the "Ayes" vote on Agenda Item 3A. 29 30 A motion was made, seconded and unanimously (6 -0) approved to accept the minutes 31 as corrected. 32 33 Agenda Item No. 3A — Consider: Recommendation on permit to hold the Art In 34 The Square kick -off art gallery reception, "Art In Southlake," February 19, 2012 in 35 Town Hall lobby — Deputy Director McGeath presented the permit request and 36 provided details about the scope of the reception. 37 38 The item was discussed by the Southlake Arts Council. The name of the reception was 39 changed to 'Winter Arts in Town Hall." Members talked about the lobby floor space plan 40 to include approximately 30 chairs, a designated section for the entertainment (flute & 41 harp duet), tables for refreshments and an area to mingle. A program for the reception 42 will be developed by City Communications Manager Pilar Schank and Deputy McGeath 43 to include brief speeches from each of the sponsorship organizations, introduction of the 44 artists, a mini concert and continuous background music following the program. The 45 event is open to the public, but invitations will be extended to Southlake Arts Council, 46 Art In The Square, APEX Arts League, City VIP list and Southlake Women's Club City of Southlake Values: Integrity ♦ Innovation ♦ Accountability ♦ Commitment to Excellence • Teamwork Minutes of the January 24, 2012 Southlake Arts Council Meeting Page 2 of 3 1 utilizing the e-vite invitation produced by Jesika Cook. The City will handle distribution of 2 the invitations to the City VIP list and Terri Messing will distribute invitations to all the 3 other entities. A press release will be prepared and distributed by City Communications 4 Manager Schank. APEX will pay the expense for the duet, but will be reimbursed by the 5 City from the City's Arts budget. 6 7 A motion was made, seconded and unanimously approved (6 -0) to recommend City 8 Council approve the permit to hold the 'Winter Arts in Town Hall" reception February 19, 9 2012 in the Town Hall lobby. 10 11 Motion: Walker 12 Second: Cook 13 Ayes: Bartlett, Knox, Cook, Ingraham, Messing and Walker 14 Nays: None 15 Vote: 6 -0 16 Motion carried. 17 18 Agenda Item No. 3B — Consider: Recommendation on permit from Southlake Arts 19 Council, Art In the Square, APEX Arts League and Southlake Public Library to 20 display "Art In Southlake" February 17 — April 16, 2012 in Town Hall lobby — 21 Deputy Director McGeath presented the permit request and provided details about the 22 exhibition. The item was discussed by the Southlake Arts Council. City Council will 23 consider the permit request February 7, 2012. 24 25 A motion was made, seconded and unanimously approved (6 -0) to recommend City 26 Council approve the permit to display 'Winter Art in Town Hall" art work in the Town Hall 27 lobby February 17 — April 16, 2012. 28 29 Agenda Item No. 3C — Consider: Review and selection of art from Call to Artist to 30 be included in the "Art In Southlake" exhibition February 17 — April 16, 2012 in 31 Town Hall lobby — Deputy Director McGeath presented artist submittals received from 32 the regional Call to Artists. The Arts Council reviewed the entries and eight (8) 33 submittals were selected by the Arts Council to be included in the exhibit to be 34 displayed in the Town Hall lobby February 17 — April 16, 2012. Two pieces each from 35 the following artist were selected: Betty Nash, Jerald Paterson, Barbara Mason and 36 Gregory Arth. City Council will consider the permit request at the February 7, 2012 37 meeting. 38 39 A motion was made, seconded and unanimously approved (6 -0) to recommend City 40 Council approve the four artists and eight selected art pieces as indicated for display in 41 the 'Winter Arts in Town Hall" exhibit in the Town Hall lobby February 17 — April 16, 42 2012. 43 44 Agenda Item No. 4 — Discussion: Assignment of duties and responsibilities for 45 the "Art In Southlake" art gallery reception to be held February 19, 2012 — This 46 item was discussed and assignments made to committee members. City staff will be in City of Southlake Values: Integrity ♦ Innovation ♦ Accountability • Commitment to Excellence • Teamwork Minutes of the January 24, 2012 Southlake Arts Council Meeting Page 3 of 3 1 charge of refreshments and Arts Council members Leslie Walker, Merlene Ingraham 2 and Jesika Cook will coordinate table decorations and food service. City will provide 3 waivers for the artists upon delivery of their art work.
