Item 6E Department of Planning & Development Services S T A F F R E P O R T February 29, 2012 CASE NO: ZA12-006 PROJECT: White’s Chapel United Methodist Church EXECUTIVE SUMMARY: Jacobs & Associates, on behalf of White’s Chapel United Methodist Church, is requesting approval of a Site Plan for a new administration building, fellowship hall addition and fellowship addition totaling 58,716 square feet in additional square footage to the White’s Chapel United Methodist Church campus on approximately 23.35 acres located at 185 S. White Chapel Boulevard. SPIN Neighborhood #9. REQUEST DETAILS: Jacobs & Associates, on behalf of White’s Chapel United Methodist Church, is requesting approval of a Site Plan consisting of the following additions and site information: SITE DATA INFORMATION New Administration Building 18,936 sq. ft. New Administration Building Expansion (Future) 6,376 sq. ft. New Fellowship Hall Addition 35,980 sq. ft. New Fellowship Addition 3,508 sq. ft. Existing Floor Area 133,284 sq. ft. Total Proposed Floor Area 192,000 sq. ft. Existing Total Building Footprint 102,649 sq. ft. Proposed Total Building Footprint 139,213 sq. ft. Impervious Coverage 58.6% Existing Parking 1,040 spaces Total Parking Proposed 1,157 spaces All additions and new buildings are proposed to be built of the same materials as the existing church and comply with the City’s masonry requirements. The proposed additions and new buildings will be constructed in phases and the applicant has provided a schedule of when this phasing is to occur under Attachment ‘C’ of this staff report. A columbarium is also shown on the site plan provided by the applicant. The request for a columbarium is being processed as a Specific Use Permit for cemetery uses under Planning Case ZA12-016. The columbarium specific use permit was tabled by the Planning & Zoning Commission at the applicants request to the March 22, 2012 Planning & Zoning Commission meeting to allow further citizen input. VARIANCES REQUESTED: The following variance has been requested by the applicant for this proposal: Case No. ZA12-006  The applicant has requested a variance to Section 39.6.a Screening & Fencing of the City’s Zoning Ordinance along the southern boundary. The requirement states that any non-residential use that abuts a residentially zoned lot or tract or lot having an occupied residential dwelling, a solid fence meeting the material standards of Section 39.2(b) shall be erected along the side and rear property lines abutting said residential lot or dwelling to a height of eight (8) feet. No fence is being proposed to be added.  The applicant has requested a variance to Section 43.9.c.1.b Overlay Zones of the City’s Zoning Ordinance which requires standing seam metal roofs to have a factory-treated, non-metallic, matte finish. The roofs proposed on the additions being requested are standing seam metal roofs having a metallic appearance are to match the existing church and buildings.  The applicant has requested a variance to Section 3.4 Parking Lot Landscape Requirements of the City’s Landscape Ordinance No 544-B, as amended, for the addition of 15 square feet of landscaped area per parking stall for the additional 117 parking spaces being proposed. White Chapel Boulevard LEGAL DESCRIPTION: Lot 1R, Block 1, White Chapel Methodist Church Addition LAND USE CATEGORY: Public / Semi-Public, Low Density Residential CURRENT ZONING: “CS” Community Service Zoning District HISTORY: - A final plat was approved by City Council on September 16, 1986 under Planning Case ZA86-051. - A concept plan was approved by City Council on November 21, 1995 under Planning Case ZA95-107. - A change of zoning to “CS” and concept plan were approved by City Council June 2, 1998 under Planning Case ZA98-033. - A plat revision was approved by City Council on September 1, 1998 under Planning Case ZA98-091. - City Council approved a zoning change to “CS” and a revised site plan for the overall property on May 16, 2000 under Planning Case ZA00-014. - City Council also approved a preliminary plat for the overall property on May 16, 2000 under Planning Case ZA00-033. - A plat vacation for the existing lot was approved by City Council on October 3, 2000 under Planning Case ZA00-105. - A final plat was approved by P&Z on December 7, 2000. This plat was not filed. - A special exception use was approved by the Zoning Board of Adjustment to allow for the four portable buildings for a period of three years on June 24, 2004. The Board waived the permanent foundation and masonry requirements for the buildings. - City Council approved a revised site plan on April 18, 2006 under Planning Case ZA06-001. - City Council approved a revised site plan on June 20, 2006 under Planning Case ZA06-086. - City Council approved a revised site plan on July, 20, 2010; granting a variance to the masonry requirement and approval for the portable buildings to remain an additional six (6) years until June 24, 2016. CITIZEN INPUT: A SPIN meeting was held on February 27, 2012 at Southlake Town Hall. A summary of this meeting can be found in the SPIN report found under Attachment ‘C’ of this staff report. SOUTHLAKE 2025 PLAN: Consolidated Land Use Plan Under the Southlake 2025 Consolidated Land Use Plan the subject property is designated as Public / Semi-Public and Low Density Residential land use designations. Pathways Master Plan & Sidewalk Plan Case No. Attachment A ZA12-006 Page 1 The Pathways Plan indicates a 6-foot sidewalk from Southlake Boulevard to the Colleyville city border. This sidewalk is proposed to be installed as a part of Phase 2 of the proposed project. TREE PRESERVATION: The applicant is required to preserve at least 70% of the existing tree cover on site with this request and has met this requirement. PLANNING & ZONING COMMISSION: February 23, 2012; Approved (7-0) granting the approval of the site plan for the new administration building, fellowship addition and fellowship hall addition, noting the applicant’s willingness to table the area of the columbarium to be removed from discussion until the March 22, 2012 Planning & Zoning Commission meeting, granting the applicants variance to screening and fencing along the southern boundary, granting the variance to standing seam metal roofs and granting the variance to parking lot landscape requirements under the City’s Landscape Ordinance No. 544-B, as amended, as requested and subject to Site Plan Review Summary No. 2 dated February 17, 2012. These phases consist of: • Phase 1 Construction of a new Administration Building and Replacement of a portion of the Existing Building. • Phase 2 The construction of a new Fellowship Hall. This phase will also include the removal of the existing portables. • Phase 3 The construction of a Columbarium • Phase 4 An addition to the Administration Building in phase 1. Phase 1 Administration Building and Replacement of a portion of Existing Building • Intended Time Frame: Begin Construction in April of 2012 and complete by November 2012. • Phase 1A - New Administration Building for housing administrative staff offices and conference rooms all in one location. Staff offices are currently located in multiple locations scattered throughout the existing campus which has • Phase 1A - 2 stories 18,936 SF. Footprint of Approximately 10,000 SF. • There would be 11 additional parking spaces created around the Phase 1A building including 2 HC spaces and 9 visitor spaces. • Phase 1B – Fellowship Addition. The portion of the existing building along White’s Chapel Blvd., presently housing some staff offices, will be torn down and replaced with a new fellowship area which will add an enclosed connection to the existing sanctuary, tying the two buildings together with larger circulation corridor. • Phase 1B – 1 story 7,635 SF Total. 4,127 SF of existing construction is being replaced and 3,508 would be additional footage. • There would be 11 additional parking spaces created around the Phase 1A building including 2 HC spaces. Phase 2 Fellowship Hall • Intended Time Frame: Beginning Construction in February of 2013 and Completion in October 2013. • Project will require Capital Campaign for funding. • Building will house a Dining Hall, Kitchen, additional Classrooms, and a new concourse between the sanctuary and education wings. • 2 Stories 35,980 SF with a footprint of 26,190 SF. • We would propose that the new sidewalk along White’s Chapel Blvd. be installed along with this phase of the project. • There would be 105 additional parking spaces created as part of the phase 2 construction including 2 HC spaces. • The portables would be removed at the beginning of this construction. • The additional landscaping for the south buffer yard would be installed during this phase also. Case No. Attachment C ZA12-006 Page 1 Phase 3 Columbarium • Intended Time Frame: undetermined • Project would consist of the construction of a open air columbarium wrapped around the existing prayer chapel in front of the existing sanctuary along White’s Chapel Blvd. and Pine Street. • The area will be recessed into the ground reducing its exterior impact to a four to five foot high wall. Interior walls would be eight to nine feet tall. • The area between the columbarium and lawn area in front of the church will be enclosed with a wrought iron fence and gates. • The interior of the walls would house landscaping, pavers, seating areas and water features to allow for place of meditation. • No additional parking spaces would be required due to location adjacent to existing spaces. Phase 4 Expansion of Administration Building • Intended Time Frame: undetermined • Expansion for additional staff offices. • 2 story 6,376 SF with a footprint of 3,193 SF • Nine parking spaces would be removed due to the expansion. The Storm Water Utility Fee will be adjusted at the time of issuance of the “Certificate of Occupancy” for the increase in impervious coverage. * The drainage from this development is generally to the west. * The discharge of post development runoff must have no adverse impact on downstream properties and meet the provisions of Ordinance # 605. INFORMATIONAL COMMENTS: * Submit 4 copies of the civil construction plans (22” X 34” full size sheets) and a completed Construction Plan Checklist as part of the first submittal for review directly to the Public Works Administration Department. The plans shall conform to the most recent construction plan checklist, standard details and general notes which are located on the City’s website. * A ROW permit shall be obtained from the Public Works Operations Department (817) 748-8082 to connect to the City’s sewer, water or storm sewer system. * A Developer’s Agreement will be required for this development and may need to be approved by the City Council prior to any construction of public infrastructure. Construction plans for these improvements must be acceptable to Public Works prior to placing the Developer’s Agreement on the City Council agenda for consideration. * A separate bond will be required for the Maintenance Bond and bound only unto the City of Southlake for a period of two years for all development projects. The Maintenance Bond cannot be tied to the Performance and Payment Bond in any way. * Any hazardous waste being discharged must be pretreated Ordinance No. 836. Informational Comments * Stucco or plaster shall only be allowed when applied using a 3-step process over diamond metal lath mesh to a 7/8th inch thickness or by other processes producing comparable stucco finish with equal or greater strength and durability specifications. The use of synthetic products (e.g., EIFS – exterior insulation and finish systems, hardy plank, or other materials) shall not be considered as masonry material.
