2003-10-20 Meeting Report (Southlake 2025)SPIN Citywide Forum
Topic: Proposed Southlake 2025 Vision Statement and Goals and Objectives
Meeting #2 Monday, October 20, 2003
Southlake Town Hall Third Floor Training Rooms
Summary of Questions and Comments
Goal 1 Do you define existing neighborhoods or give your opinion of what an existing
neighborhood is. Do you identify any existing neighborhoods on the north side of the City?
Goal 1 What about homes that are not currently in a neighborhood, but just on the streets?
Objective 1.2 relating to the pedestrian friendly streets, I live on Dove, which is not
pedestrian friendly. Is that the purpose of this objective, to make this pedestrian friendly? Is
that reference to streets in a particular area or streets on a citywide basis?
Goal I What is the city doing to preserve the natural assets, like trees. All that we see is
developments going in and taking out the trees.
Goal 1 Did the state give the City some money to replace the trees that they took out for the
construction of State Highway 114?
Goal 2 You and other committee members have talked tonight and in the press about what
you are not advocating. Why don't you tell us what you are advocating, and where.
Goal 2 I am confused, what kind of product are you referring to?
Goal 2 What is the square footage of this housing you reference? Do you want housing that
is lower than the average you referenced of 3,700 square feet?
Goal 2 And who would maintain the open areas in this type of housing product?
Goal 2 Isn't there some sort of law that says that a city has to have so much acreage
dedicated to multi family housing? How does the federal government go about determining
their mandate? Did the federal government intervene in a North Dallas area five or six years
ago relating to this law?
Goal 2 What is the percentage of low income housing in relation to higher priced housing in
Southlake? There are trailers and lower valued housing in Southlake currently. What is the
ratio or what is the share of low income housing we do have currently? If someone came in
and asked what this ratio is, would no one know the answer to that question? We don't even
know what percentage of low income housing we have right now?
Goal 2 Are you representing that the federal definitions of low and moderate income
housing are based on the value of the property versus the income levels of the people that
own or live in the housing? You spoke about low to moderate income housing and then went
to housing values.
Goal 2 The definition of low and moderate housing is based upon income levels, it is not at
all related to housing values.
Goal 3 Public 1 Private financial partnerships what are you talking about?
Goal 4 A lot of the cities that have gotten involved in DART have had to pay extra sales
tax. Is that some type of arrangement you are looking at here?
Goal 4, Objective 44 This makes reference to a Southlake Pathways Plan. Is that different
than the streets plan? Are you talking about hike and bike trails in this reference? Is there a
way for us to get a copy of the Southlake Pathways Plan.
Key Dates At this point we are still talking about visioning, not any kind of
implementation?
Key Dates This 2425 Vision Statement from Phase I, is this still in draft or is it finalized?
When will the Committee produce a final document, this states DRAFT?
Key Dates Are you saying that Planning and Zoning will be where the changes to the Land
Use Plan will originate, versus this committee? What will be the timeframe for completing
Phase II of this process?
Key Dates How much has the Southlake 2025 Committee cost the City of Southlake, and
how much of that total cost was paid to consultants? A Council member recently made the
claim that the total cost was $50,000, so are you saying that $40,000 of that cost was paid to
consultants? Wouldn't we be spending staff time on this process regardless?
