Meeting Recap Key Issues Discussed:
Mr. Conrads opened the meeting with the purpose and process that would be followed. He
emphasized the need to stay involved through the Planning Zoning meeting scheduled for
February 21,2002 and the two Council hearings scheduled, at this time, for March 5, 2002
and March 19, 2002. Mr. Ron Howell was then introduced and presented:
A recap of the history of the Owen Family vision for the property;
An overview of his company, the key personnel and their existing properties;
The Remington site plan and discussed the key changes to the site plan requested in
this zoning case.
The key changes include:
1. Adding a floor to two of the buildings (from 1 floor to 2 on one building and from
2 to 3 floors on the other. During the meeting, Mr. Howell referred to a site plan
elevation that illustrated that the three story buildings would not be any more
visible from 1709 than the single story buildings due to the slope of the
property, and
2. Greater density of units in two of the types of units (please refer to questions to
Mr. Howell for specifics (972) 934 3344). Total units on the site increase from
193 to 365.
Mr. Howell then answered questions for the balance of the meeting. Please refer to the
attached recap of the questions raised during the session. In general, the questions were
getting to:
Is this going to be an affordable option for seniors? Will Southlake residents be given
priority for units?
Will this zoning change open the door for apartments /multi family housing?
What is the impact of the road to be built?
Will this development negatively impact the Jelico neighborhood and surrounding
property?
Mr. Conrads had to refocus the discussion onto the zoning changes versus questions about
how to apply, costs for specific units, etc. He also asked for any favorable comments from
the residents and received the following:
It's needed... now.
Rendering and facilities described appear to be a fit with Southlake.
Note: A member of Neighborhood Southlake attended the meeting and was handing out the
attached flyer.
Questions:
When Remington was originally conceived, I believe it was supposed to be for
middle- income people. We thought that was what we were getting. To me, this is
not what we were after, and I'm afraid that we will not get what we fought for. How
much is the monthly rent? Is it affordable?
A one bedroom "independent living" unit is approximately $3,000 per month. What
is the cost of a two bedroom unit? Does that include nothing but the lease and
services? Does this include utilities?
What number of units or occupancy level do you need to obtain to make this viable
and keep it running?
Question for Council: Will this open the door for the construction of multifamily
housing or apartments?
If this high- density housing is approved, how can Council disapprove future
multifamily proposals?
If this change is not approved, will you build the original site plan?
If this change is approved, what is the timeline for construction?
What kinds of age limits exist? Have they been challenged in court as civil
rights /discriminatory issues?
There is a road connecting FM 1709 and Union Church will you be developing
this?
Will the street across from Jellico Circle be the only street into the facility? Is there
a parking lot for staff? Will the community see it from 1709 and Jelico?
Is there any other access to Remington from the south?
Will Remington be a gated community? Are you sure you will be a gated
community? I thought that this was prohibited in Southlake.
For the mentioned road across from Jellico Circle West is there a traffic light
proposed?
Will development to the west be able to connect to Owenwood Drive? In previous
plans, access would not be provided.
If development connects to the road to the west, will there be a major intersection?
Will the access road be a City street?
Is there anything else donated to the City that the City will have to maintain?
For "assisted living" and "memory care" what is your cost for developing these
services?
If you are approved for 2 and 3 story buildings, what do you believe will happen to
surrounding development? No one wants to build a house with that type of view.
Across the street at Jellico Circle towards Keller, there are currently 1 acre
minimum lots. Will this put a chokehold on this future development?
In conjunction with the zoning changes, in "independent living" you are adding a
very small number of units, and it looks like most of the additions are in "assisted
care" and "memory care Is that the case?
How large is this site?
How many staff will be present to operate this facility? What is the pay range for
staff?
What is the staff to resident ratio?
What is the schedule to get the zoning change before Planning and Zoning and
Council?
Are you the developer and the contractor of this facility?
This looks like a great opportunity to build this type of facility and sell out to an
investment group. What is your history on selling facilities to investment groups?
am under the impression that the changes have to be made to keep the facility
viable. What if this doesn't work and someone else buys the property what
assurances do we have that the same quality of facilities and services will exist?
What is the industry average "flip- over" rate (selling to another party) for a property
like this one?
Is there any relationship between this facility and a similarly named facility in
Irving?
How many shifts for the staff? What is the timing of the shifts?
Will there be geographic prioritization for applying residences? Will Southlake
residents have priority registration? Will this apply to each phase?
Will the priority for Southlake residents apply to their families?
Has the City encouraged or discouraged this proposal change?
What kind of contract does Remington use?
Is long -term health insurance applicable to this? I thought that it wasn't.
